Overview

CompTech is seeking an experienced Program Manager to lead the successful execution of Federal Government programs and internal strategic initiatives. The Program Manager serves as the primary operational lead responsible for delivering exceptional customer service, ensuring contract performance, managing cross-functional teams, and driving projects and programs to successful completion.

Reporting directly to executive leadership, this individual will oversee program execution from planning through delivery, ensuring performance, quality, schedule, budget, and customer satisfaction objectives are consistently achieved. The ideal candidate is an experienced leader with a strong understanding of Federal Government contracting, operational excellence, and continuous process improvement.

Program Leadership

  • Provide overall leadership and management for assigned Federal Government contracts and internal strategic initiatives.
  • Develop and execute program management plans, project schedules, staffing strategies, budgets, and performance metrics.
  • Ensure programs are delivered on schedule, within budget, and in accordance with contractual requirements and customer expectations.
  • Lead cross-functional teams while fostering collaboration, accountability, and operational excellence.
  • Monitor program performance, identify risks, develop mitigation strategies, and proactively resolve issues impacting cost, schedule, or performance.
  • Present program status, key performance indicators, and strategic recommendations to executive leadership and customers.

Customer & Contract Management

  • Serve as the primary point of contact between CompTech, Government customers, subcontractors, vendors, and internal stakeholders.
  • Build and maintain strong customer relationships through responsive communication and exceptional program execution.
  • Support contract startup, transition activities, contract modifications, option years, and program closeout.
  • Ensure full compliance with contract requirements, Federal Acquisition Regulations (FAR), company policies, and applicable Government standards.
  • Coordinate with subcontractors and vendors to ensure successful delivery of contractual requirements.

Operations & Business Support

  • Partner with Business Development to support proposal development, staffing plans, transition strategies, technical volumes, and Requests for Proposal (RFP) responses.
  • Collaborate with Recruiting to identify, interview, and onboard qualified personnel for funded and anticipated contract positions.
  • Support company strategic initiatives, operational improvements, and organizational growth objectives.
  • Assist with maintaining CompTech's professional website, marketing initiatives, and social media presence as appropriate.

Quality & Compliance

  • Ensure compliance with CompTech's Quality Management System (QMS) across assigned programs.
  • Lead continuous process improvement initiatives that improve quality, efficiency, and customer satisfaction.
  • Support the maintenance and continuous improvement of organizational certifications including:
    • ISO 9001
    • ISO 20000
    • ISO 27001
    • CMMI
  • Ensure compliance with Federal, state, local, contractual, and industry regulations and standards.

Required Qualifications

  • Bachelor's degree in business, Information Technology, Engineering, Computer Science, or a related field.
  • Minimum five (5) years of progressively responsible experience managing Federal Government programs, contracts, or large technical projects.
  • Demonstrated experience managing cross-functional teams supporting Government customers.
  • Working knowledge of Federal Government contracting, FAR, contract administration, and program lifecycle management.
  • Experience managing budgets, schedules, staffing, risk, and customer relationships.
  • Strong leadership, communication, organizational, and decision-making skills.
  • Knowledge of AI/ML, digital transformation, systems modernization, cloud technologies, and process automation.
  • Experience leading digital transformation, AI/ML, systems modernization, or enterprise IT initiatives.
  • Experience developing proposal strategies and writing Federal Government proposals is highly preferred.
  • Proficiency with Microsoft Office Suite and Microsoft Teams.

Preferred Qualifications

  • Project Management Professional (PMP), Program Management Professional (PgMP), CAPM, or equivalent certification.
  • Experience supporting Department of Defense (DoD), Defense Logistics Agency (DLA), or other Federal civilian agencies.
  • Experience managing multi-disciplinary technical teams supporting IT, engineering, or professional services contracts.
  • Familiarity with proposal management and capture support activities.
  • Active Security Clearance or the ability to obtain one.

Physical Requirements
