Job description
About Global Government Affairs:
Global Government Affairs (GGA) maximizes Intel's influence with governments worldwide to enable the company to build, operate, and scale successfully. Some ways it achieves this are by:
- Leading on license-to-operate issues and government incentives
- Partnering with local communities to support site operations
- Anticipating and mitigating policy, regulatory, geopolitical, and market risks
- Supporting market access and revenue growth, including through AI training and government enablement programs
About the Role:
Leads Intel's U.S. government affairs strategy-driving policy advocacy, executive advising, and external engagement to influence legislation and enable business outcomes.
Scope of Role:
As a member of the GGA organization, the Vice President for U.S. Government Affairs will lead U.S. federal and state government lobbying and advance Intel's policy positions with government officials by leveraging the group's influencer networks, strong government connections, and political know-how. This includes managing both direct and matrix employees. The role reports into the Senior Vice President of Global Government Affairs.
Responsibilities:
- Serve as the trusted adviser to our SVP, Global Government Affairs and members of the Executive Team for all things related to U.S. Government Affairs.
- Recruit, train, and manage staff charged with lobbying on multiple policy issues across the entire U.S. federal government as well as with relevant state governments, including issues related to tax, trade, export controls, telecommunications, intellectual property, workforce development, emerging technologies, advanced manufacturing, and national security.
- Partner with other groups within GGA and business executives to develop strategic engagements with the government. Compose advocacy materials and background documents to educate executives and coordinate their interactions with policy makers.
- Work with relevant stakeholders on annual strategic plans to guide policy advocacy and inform resource allocation for our government objectives.
- Direct the activities of multiple consultants and law firms, in coordination with other groups in GGA, while working with the Director of External Affairs to coordinate Intel's interaction with trade associations, NGOs, think tanks, and other partners.
- Ensure that the company is compliant with all federal and state registration and lobbying disclosure laws associated with interactions with U.S. government officials.
- Help develop and execute Intel's strategic and tactical responses to pending legislation, regulation and policy issued by federal elected officials, regulatory agencies and key policymakers.
- Build solid relationships with federal authorities, regulatory agency heads and key policymakers to enhance Intel's reputation and image among relevant authorities, and create the ecosystem needed for Intel's businesses to flourish.
- This position will interact with other groups in Intel's GGA organization as well as across Business Units to advance Intel's policy positions.
- Demonstrated ability to operate effectively in a nonpartisan manner and to work constructively with both sides of the aisle.
- A thorough understanding of legislative processes, with a proven track record of designing successful advocacy campaigns that achieved favorable policy outcomes.
- Ability to build strong relationships with individuals at all levels of seniority - in and out of the organization. Can comfortably influence, negotiate, and handle conflict with minimal disruption.
- Can identify when to develop and deploy research, media relations or communications strategies to advance lobbying objectives.
- Executive Presence: Able to effectively engage and communicate with executive-level audiences whether in a boardroom, at the podium, or facilitating a meeting.
- Represent Intel within relevant trade associations, industry groups, and government-facing forums.
- Clear reputation for ethical conduct and unquestionable integrity.
- Demonstrated ability to resolve political and/or policy issues that threaten success.
- Excellent political and business judgment; high degree of discretion; strong analytical skills.
- Strong verbal and written communication skills.
- Team-first orientation with leadership style that encourages collaboration. Brings out the best in others and delegates effectively. Sets clear expectations and provides feedback and support as necessary.
- Contributes meaningfully to high-performing and positive team culture, mentoring and developing team talent.
Demonstrate results and accountability for broad leadership, building of followership and role modeling of Intel's cultural attributes as follows:
