This individual will play a pivotal role in developing innovative and effective solutions for our DoD customers within the IC sector. Role Overview The Budget Analyst will play a critical role in supporting the Intelligence Planning, Programming, Budget, and Execution (IPPBE) process by formulating, monitoring, and executing budgets to ensure optimal resource allocation and financial alignment with organizational goals. This position requires expertise in budget formulation and execution for the National Intelligence Program (NIP) and involves close collaboration with stakeholders to meet strategic financial objectives while navigating the complexities of Congressional appropriations and IC-wide budgetary policies.

Primary Duties * Provide expert guidance and produce reports related to budget and financial activities for the component. * Support budget program execution, ensuring alignment with available resources and programmatic goals. * Generate budget reports for customer offices, components, and NIP programs, including funding and activity summary profiles.

* Assist in developing, reviewing, and responding to budget exercise submissions to align with strategic goals. * Aid in developing fiscal guidance and implementation schedules for each budget phase. * Contribute to the development of Standard Operating Procedures (SOPs) and recommend process enhancements.

* Support the development of budget analysis, financial data calls, and portfolio reviews. * Aid in developing and evaluating fiscal program builds for both internal components and IC-wide programs. * Draft narratives, vignettes, and input for the Congressional Budget Justification Book (CBJB).

* Support the development and production of the CBJB for NIP missions, special topics, and related sections. * Generate talking points, briefings, and congressional responses related to the NIP for interagency forums and working groups. * Assess IC budgets across cross-functional areas and disciplines.

* Participate in the full intelligence planning, programming, budgeting, and evaluation cycle. * Collaborate with USG and IC partners in interagency forums and working groups. * Analyze financial reports and data calls through strategic portfolio reviews.

* Track congressional legislation and assess its impacts on the NIP budget. * Develop cost-benefit trade-offs and investment strategies for the NIP budget. * Deliver training and develop SOPs to enhance budget processes and organizational understanding.

Required Qualifications * Active TS/SCI clearance with Polygraph. * Bachelor's degree with at least 15 years of relevant experience, or Master's degree with at least 13 years of relevant experience. * Minimum of 7-10 years of government budgeting experience, with 3-5 years within the Intelligence Community.

* Proven expertise in government budget formulation activities and a comprehensive understanding of the IPPBE process. * Strong ability to analyze, synthesize, and report on complex financial data to enable strategic decision-making. * Exceptional interpersonal and communication skills for collaboration with stakeholders across the IC.

Desired Qualifications * Familiarity with the NIP budgeting process and Congressional appropriations. * Experience drafting and reviewing budget justifications, reports, and supporting documentation for the IC. * Ability to develop investment strategies and cost-benefit analyses for government financial planning.

* Proficiency in managing large-scale interagency financial processes and programs.
