Job description

Job Description:
The Capital Projects Manager reports directly to the Senior Vice President (SVP) for Finance and Operations and has primary responsibility for ensuring the timely and cost-effective development and completion of all campus capital projects.
Essential Job Functions:
45% A. Manage Capital Project Portfolio and Delivery:
  • Provide regular progress reports for all capital projects. Regularly identify and manage project dependencies and critical path activities. Routinely validate project schedules, monitor project cost controls, resolve coordination issues across the College's portfolio of projects.
  • Manage the process for reviewing and monitoring project submittals, Requests For Information (RFIs) logs, Architectural / Engineering Clarifications (AECs), and preliminary and final As-Built Drawings for compliance with project requirements. Establish and ensure adherence to policies and procedures for new project management standards. Promote sustainable practices across all project delivery methods. Monitor project deliverables for compliance with project requirements.
  • Review construction drawings and specifications; attend pre-bid and bid opening meetings to discuss principal construction features and requirements relating to means and methods; and inform contractors of requirements concerning easements, rights-of-way, and utility services.
  • Attend and proactively participate in project meetings with contractors, design & engineering professionals, and constituent groups. Guide meeting outcomes and decisions towards alignment with the College's Campus Master Plan and any fiscal constraints posed by its capital improvement plan.
  • Inform contractors of requirements for construction scheduling, progress reporting, safety measures, wage and hour law observances, labor relations, and payroll records.
  • Assist the SVP in understanding current industry trends or future College space needs, generating recommendations for consideration by senior leadership.
  • Lead management of technical aspects for assigned projects, including major repair and maintenance efforts performed by the College's Facilities Management Services (FMS) team.

25% B. Lead the development of project scopes, budgets, and schedules.
  • Manage the design phase for all capital projects, including organizing and supervising competitive selection of architects and other consultants as required. Coordinate consultant and stakeholder meetings and activities to ensure institutional goals and regulatory requirements are met. Manage value engineering and/or scope reduction activities as needed to ensure budget compliance.

15% C. Supervise inspection of construction operations for compliance with design intent and specifications.
  • Interpret plans and specifications and confer with contractor representatives to resolve differences of opinions with the design team. Prepare cost estimates and schedules for all capital projects, including new construction, rehabilitation, infrastructure, energy performance, remodeling, mechanical / electrical / plumbing, fire protection, or general repair projects.
  • Coordinate construction operations with any Baltimore County and/or State of Maryland agencies involved in the renovation and construction of college buildings.

10% D. Oversee and manage design professionals in establishing design guidelines, building programs capable of ensuring academic space requirements are met, and identifying the scope and budget parameters of future capital projects. The selected candidate will also be responsible for providing information needed to support fundraising activities.
Education:
Required: Bachelor's degree or appropriate certification in Engineering, Construction Management, , Project Management certification, or other relevant field of study.
Professional Experience:
Required: Ten (10) years of related experience in project management, construction management, and/or program management in the construction or building industry. Experience should include contract negotiations and supervision/oversight of construction activities. Strong knowledge of design, construction, and state and local building codes. Candidate must have a proven ability to work independently and be comfortable as both a team leader and team member.
Preferred: Prior Supervisory and leadership experience. Experience working within a campus or academic environment. Experience with contract negotiation.
5% Provide policy and technical recommendations to the SVP as well as supporting departments, contractors, and vendors concerning the construction, renovation, and refurbishment of campus structures.
