Duties, Responsibilities & Other
KCI is hiring an experienced Municipal Plan Review Engineer to join our team in Newark, De.
What You'll Do:
  • Thoroughly examine civil engineering plans, site development proposals, and construction drawings submitted to local jurisdictions for compliance with applicable codes, regulations, and ordinances.
  • Verify that designs adhere to local, state, and federal engineering standards, environmental laws, zoning regulations, stormwater management policies, and other relevant requirements.
  • Analyze technical aspects of infrastructure designs, including grading, drainage, roadways, utilities, and erosion control measures to ensure sound engineering practices are employed.
  • Communicate with architects, engineers, developers, and contractors to clarify requirements, request modifications, and provide feedback on deficiencies in the submitted plans.
  • Draft detailed review reports, highlighting compliance issues, required changes, and recommendations for approval or rejection of the plans.
  • Ensure that all phases of project plans (preliminary, final, and construction) are consistent with the jurisdiction's long-term development and infrastructure goals.
  • Check engineering calculations for stormwater management to verify accuracy and adequacy.
  • Perform field inspections or site visits to assess existing conditions or verify compliance with submitted plans, especially in complex cases.
  • Advise local jurisdiction staff on technical issues, emerging engineering trends, and best practices to assist in decision-making and policy development.
  • Participate in meetings with the public, boards, or committees to explain technical aspects of the plans and address any concerns related to infrastructure and development proposals.
  • Keep detailed records of reviewed plans, communications, and decisions, ensuring proper documentation for legal and administrative purposes.
  • Assist the local jurisdiction in enforcing stormwater regulations, and other civil engineering-related standards during the planning review process.
  • Design and prepare deliverables for multiple land development projects simultaneously, ensuring successful completion within defined timelines and budgets.

What You'll Need:
  • Minimum of 7 years of experience in civil engineering, with a focus on land development, infrastructure design, or plan review for public or private sector projects is preferred
  • Experience working with local government is preferred.
  • Comprehensive understanding of local and state zoning laws, environmental regulations, stormwater management, and land use policies.
  • Proficiency in using engineering and design software (AutoCAD, Civil 3D, GIS, etc.) to evaluate civil engineering plans.
  • Ability to perform complex calculations for stormwater management, hydrology and grading.
  • Excellent verbal and written communication skills to interact effectively with local officials, developers, contractors, and the public.
  • Ability to present technical information clearly in meetings, public hearings, and reports.
  • Strong analytical skills to assess technical details, identify potential issues in plan submissions, and propose effective solutions.
  • Critical thinking ability to apply engineering principles to real-world scenarios and regulatory requirements.
  • High level of accuracy and attention to detail in reviewing engineering plans, calculations, and documentation for compliance with regulations.
  • Ability to manage multiple plan review assignments simultaneously while adhering to deadlines and regulatory timelines.
  • Organized and efficient in tracking plan submissions, comments, and communications.
  • Willingness to conduct site visits or inspections as needed to verify conditions, resolve discrepancies, or ensure compliance with submitted plans.
  • Strong sense of professional ethics, accountability, and commitment to upholding engineering standards and the best interests of the jurisdiction.
  • Ability to work collaboratively with jurisdictional staff, developers, and community members to balance regulatory compliance with development objectives.
  • Understanding of the plan review and approval process within a municipal or governmental framework, including familiarity with public hearings, zoning boards, and permit issuance.
  • Commitment to staying current with emerging trends, best practices, and changes in regulations or engineering standards through professional development or continuing education.

Qualifications
Education and/or Work Experience Required:
• Bachelor's Degree in related field (AEC Industry)
• Minimum of 5 years of relevant experience.
• Proven experience in planning, organizing, estimating, scheduling and monitoring engineering projects.
• Proven experience in project management roles, with a track record of successful project delivery.
• Strong organizational and time-management skills, with the ability to prioritize tasks and manage multiple projects simultaneously.
• Excellent communication and interpersonal skills, with the ability to effectively interact with clients, team members, and stakeholders.
• Knowledge of industry standards and best practices related to construction management, quality assurance, and safety protocols.
• Strong problem-solving skills, with the ability to identify issues and implement effective solutions in a fast-paced environment.
Education and/or Work Experience Preferred:
• Master's Degree
Certificates, licenses, and/or Registrations Required:
• Licensed Professional Engineer (P.E.)
