Summary
Responsible for developing, implementing, and managing Geographic Information Systems (GIS) data, including the design and maintenance of spatial databases, network topology, and system integrations to ensure accurate, high-quality asset data. Provide GIS analysis, technical support, and guidance to internal stakeholders, while monitoring and coaching staff in GIS best practices and standards.
Essential Functions and Other Important Duties
ESSENTIAL FUNCTIONS

DUTIES
  • Manage the design, development, implementation, and maintenance of the Division GIS database applications including but not limited to schema, domains, feature classes, and infrastructure information.
  • Meet with internal stakeholders to identify needs, review priorities, and assist with issue resolution.
  • Coordinate GIS projects and tasks to align with stakeholder needs and meet deadline requirements.
  • Assist with monitoring, training, and evaluating staff performance.
  • Develop, implement, and maintain quality control (QC) procedures, standard processes, and workflows to ensure data integrity and management of the GIS data and GIS database.
  • Recommend and establish standard operating procedures (SOPs) for GIS workflows, GIS data development and maintenance, and map production services.
  • Ensure recommendations and procedures align with applicable policies and guidelines.
  • Perform analyses to solve complex spatial problems and use innovative solutions to improve efficiencies.
  • Create and maintain GIS maps showing division infrastructure location; generate maps for internal and external stakeholders documenting existing division infrastructure.
  • Research and stay up to date on latest GIS technologies, innovations, and GIS database maintenance best practices.
  • Collect and maintain accurate geospatial data related to infrastructure.
  • Complete GIS data entry, data validation and perform maintenance of current GIS databases.
  • Provide GIS technical support and training to internal stakeholders; verify understanding of subject material.
  • Create and maintain statistical reports for data tracking and planning purposes; organize and sort GIS data for distribution to internal and external stakeholders.
  • Design, coordinate, and prepare presentations of the GIS databases, as appropriate for project.
  • Provide departmental support for City Council requests, public information requests, and preparation of agenda items and presentation materials, as needed.
DEVELOPMENT SERVICES
  • Coordinate GIS database administration with Technology Services department.
  • Develop and implement complex macro-level commands to meet high priority GIS needs.
DENTON MUNICIPAL ELECTRIC
  • Coordinate GIS database administration with Technology Services department, third-party cloud providers, business partners, and vendors.
  • Develop and execute high-level, automated commands and scripts to support critical GIS functions.
  • Maintain GIS data to map and manage the City's electric utility network.
  • Maintain and configure Electric specific GIS applications

Job Requirements
EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS
  • Bachelor's Degree from an accredited college or university in GIS, Geography, Computer Science, Applied Science, or related field; and,
  • Three (3) years' experience in developing, implementing, and maintaining GIS data, or related field;
OR
  • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

  • Knowledge of applicable Federal, State, and Local Government laws, ordinances, and regulations.
  • Knowledge of GPS data security principles, data collection, devices, and data processing.

  • Knowledge of Python, Arcade, HTML, and SQL programming languages.
  • Knowledge of managing, deploying, and optimizing ArcGIS Enterprise environments and spatial data workflows within a cloud infrastructure.
  • Skill in complex problem solving; identifying problems and reviewing related information to develop and evaluate options and implement solutions.
  • Skill in analyzing and researching, interpreting and understanding policies, laws, and regulations, and to provide workable recommendations and solutions that maintain compliance.
  • Skill in performing mathematical and statistical calculations with accuracy.
  • Skill at the advanced level in ESRI ArcGIS Products, including but not limited to ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise.
  • Skill at the advanced level in ESRI Field Maps, Survey123, dashboards, and Experience Builder applications.
  • Skill at the advanced level, working with applicable Microsoft Office 365 products.
  • Skill in providing exceptional service to internal and external customers.
  • Ability to read as-builts/plan sets/construction plans to create and manipulate GIS data.
  • Ability to communicate effectively, both in oral and written forms, for the needs of the audience.
  • Ability to establish and maintain effective interpersonal relationships.
  • Ability to handle difficult and stressful situations with professional composure and confidentiality.
  • Ability to motivate, mentor and train through direct and indirect influence.

CONDITIONS OF EMPLOYMENT
  • Must have and maintain a valid Class "C" Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class "C" driver's license and state required minimum automobile liability insurance within 90 days of hire per state law).
  • Must pass a drug test, driver's license check, criminal history background check, employment history verification, and social security number verification.
