We are seeking a highly skilled GIS Subject Matter Expert (SME) to join our team in support of the Government Program Management Office (GPMO). The GIS SME serves as the technical authority on spatial data, geospatial services, and geospatial developer logic, translating complex mission requirements into actionable data models, service configurations, and workflow designs.
This role is responsible for designing and maintaining geodatabase schemas, domains, subtypes, and relationship classes, ensuring alignment with enterprise data standards. The GIS SME publishes and optimizes map services, feature services, and vector tile layers, working with customers and vendors to ensure performance, scalability, and usability across cloud and on-prem environments.
The SME supports developers by translating spatial concepts, such as topology, projections, linear referencing, network behavior, and spatial indexing into implementable technical logic. They also conduct spatial QA/QC to validate data integrity, cartographic accuracy, schema alignment, and service functionality prior to releases.
Additional responsibilities include documenting editing workflows, versioning strategies, replication patterns, metadata standards, and data dictionaries, while advising the GPMO on geospatial governance and enterprise data management best practices.
Key deliverables include optimized geodatabase schemas, validated map and feature service configurations, spatial QA/testing plans, metadata guidance, and workflow documentation supporting consistent, reliable geospatial operations.
Required Skills:
  • 5+ years of experience working with enterprise geospatial data, geodatabases, and Esri-based GIS environments.
  • Demonstrated expertise designing and maintaining geodatabase schemas, including domains, subtypes, relationship classes, and topology rules.
  • Experience publishing, configuring, and optimizing map services, feature services, vector tile layers, and other geospatial web services.
  • Strong understanding of coordinate systems, projections, transformations, linear referencing, and spatial indexing concepts.
  • Ability to conduct spatial QA/QC, validate cartographic production, and ensure schema compliance.
  • Experience working with metadata, data dictionaries, data standards, and geospatial governance documentation.
  • Ability to translate geospatial requirements into technical specifications for developers and vendors.
  • Active TS/SCI and ability to obtain/maintain CI Poly.

Desired Skills:
  • Experience supporting GEOINT missions within NSG, ASG, IC, or DoD environments.
  • Familiarity with Esri ArcGIS Enterprise/ArcGIS Pro, OGC services, and hybrid-cloud geospatial architectures.
  • Experience writing Python scripts, Arcade expressions, SQL queries, or other automation supporting data validation or service optimization.
  • Knowledge of CI/CD integration for geospatial services or automated schema validation tools.
  • Experience developing workflow diagrams, SOPs, and technical documentation.
  • Esri technical certifications or equivalent training.

Qualifications:
  • Geospatial Data Modeling Expertise: Proven experience creating, maintaining, and optimizing enterprise geodatabases, schemas, rules, and controlled vocabularies to support mission-critical geospatial operations.
  • Service Publishing & Optimization Skills: Ability to publish, tune, and troubleshoot map and feature services to ensure reliability, performance, and scalability.
  • Developer Logic & Technical Translation: Demonstrated ability to convert spatial concepts into logic and specifications developers can implement in workflows, APIs, or geoprocessing tools.
  • Spatial QA/QC & Workflow Governance: Experience validating data integrity, cartographic standards, service outputs, and documenting enterprise workflows, metadata, and editing procedures.
  • Active Top Secret Clearance (SCI and CI/Poly Eligible).
