Join our dynamic team as a Regulatory Consultant, where you will play a critical role in supporting regulatory activities related to state-regulated utility filings with public utility commissions. Our team assists operational witnesses responsible for maintaining power plants and the grid, ensuring that we can meet our regulatory commitments while keeping our focus on system reliability. What You'll Do:
Testimony Development:
  • Collaborate with assigned witnesses to draft direct and rebuttal testimonies for generation (coal, natural gas, hydro, new generation resources) and environmental cases.
  • Research prior filings to inform testimony development.
  • Assemble, evaluate, and integrate operations and maintenance and capital project costs, NERC Generating Availability Data System (GADS) data, and other data into testimony.
  • Ensure accuracy and timeliness of all information our witnesses provide to regulators.
  • Influence case strategy through effective direct and rebuttal testimonies and discovery preparation.

Discovery Request Management:
  • Lead the response process for discovery requests and commission audits.
  • Evaluate requests, assemble data-driven responses, and coordinate internal reviews.
  • Ensure accuracy and timeliness of formal responses.

Witness Preparation:
  • Support the preparation of witness for public utility commission hearings.
  • Participate in witness preparation activities and review of necessary documentation to ensure readiness for the hearing.
  • Attend hearings at the utility commission, as needed.

Compliance Filings:
  • Understand the requirements for compliance filings and ensure adherence to deadlines.
  • Collaborate with subject matter experts to gather information and meet filing deadlines.

Additional Responsibilities:
  • Lead minor filings and conduct research on various issues.
  • Special projects as assigned.

Qualifications:
  • Highly motivated self-starter with a passion for learning and growing within the electric utility regulation sector.
  • Excellent verbal and written communication skills.
  • Strong problem-solving, research, and data analysis abilities.
  • Generation (Fossil, Hydro, Renewables, New Generation) Environmental regulations experience or knowledge preferred.

Minimum Requirements:
Regulatory Consultant Senior:
  • Bachelor's degree from an accredited college or university in Engineering, Accounting, Business, Economics, Finance, Geoscience, Mathematics or similar quantitative degree AND 4 years relative field, operations or analytical experience OR
  • Associate's degree from an accredited college or university in Engineering, Accounting, Business, Economics, Finance, Geoscience, Mathematics or similar quantitative degree AND 8 years relative field, operations or analytical experience OR
  • High School diploma or GED AND 10 years relative field, operations or analytical experience.

Regulatory Consultant Principal:
  • Bachelor's degree from an accredited college or university in Engineering, Accounting, Business, Economics, Finance, Geoscience, Mathematics or similar quantitative degree AND 6 years relative field, operations or analytical experience OR
  • Associate's degree from an accredited college or university in Engineering, Accounting, Business, Economics, Engineering, Finance, Geoscience, Mathematics or similar quantitative degree AND 10 years relative field, operations or analytical experience OR
  • High School diploma or GED AND 12 years relative field, operations or analytical experience.

Additional Information:
  • Knowledge of applications such as GADS and Cognos is a plus.
  • Ability to work in a collaborative team environment.
  • Must possess analytical problem-solving skills.
  • Ability to work under pressure and adhere to expedited deadlines.
  • Proficient oral and written communication skills, including the ability to articulate strategy and provide guidance to management and witnesses.
  • May be required to work occasional mandatory" on-call" requirements over weekends, holidays, vacations, etc. as necessary to meet regulatory requirements, including filing dates required by the Company or as imposed by an applicable regulatory Commission.
  • Occasional travel will be required.

Compensation:
Regulatory Consultant Senior (Grade 7): $87,633 - $109,544
Regulatory Consultant Principal (Grade 8): $98,993 - $128,689
