Laborer I (Part-time Seasonal) - Department of Public Works

Job Purpose
To perform unskilled and semi-skilled work of a manual nature. Employees in this classification work under the general supervision and/or direction of the Grounds Maintenance Manager.
Work Environment
Work is generally performed under general direction and/or supervision. Work involves moderate risks and /or discomforts which require safety precautions. Work requires frequent physical exertion to maintain and repair Westmoor Park gardens, grounds, trails, and facilities. There may be a frequent need to dig, shovel, bend and lift up to 50 pounds repetitively. Will be exposed to noise, dirt, outdoor temperature and weather extremes, and other uncomfortable and disagreeable conditions.
Essential Job Functions
  • Plants, cultivates, weeds, sprays, fertilizes, trims and cares for gardens, turf, shrubs, trees and other plantings using a variety of hand and power tools/equipment in and around Westmoor Park.
  • Mows lawns and fields.
  • Sweeps, rakes, and shovels dirt, mulch, leaves, snow and other materials.
  • Provides general care for all park facilities, parking lot, trails, barn, out buildings; participates in litter control.
  • May be required to work with and provide direction to volunteers working within the scope of the job functions described here.
  • Provide support and assistance to other Park employees.
  • Learns and operates miscellaneous pieces of small or light equipment and machinery used in maintenance of the park and its facilities.
  • Performs miscellaneous building and equipment maintenance and cleaning tasks as required.
  • May be required to assist with special events at the park during weekends or evenings.
  • Performs related duties as required
  • Performs the above responsibilities in the work environment described above.

Knowledge, Skills and Abilities
  • Knowledge of safety procedures
  • Ability to understand and follow specific instructions
  • Sufficient strength and physical ability to lift and move objects and/or materials weighing up to 50 pounds, dig, shovel, and bend extensively and otherwise perform heavy physical labor.
  • Ability to meet the public in a pleasant and courteous manner
  • Ability to read and write
  • Ability and willingness to work under adverse conditions of weather, temperature, dirt or noise.
  • Ability and willingness to work under conditions of considerable personal hazard arising from the nature of tools used and amount and type of physical activity required.

Minimum Qualifications
High school graduate or an equivalent combination of education and experience in manual labor. Possession of valid Connecticut Driver's license preferred and a driving record in accordance with the Town of West Hartford Driving Policy.
Note: In accordance with state and federal law, individuals under the age of 18 will be limited in the equipment/machinery they are permitted to use or functions performed. Hours of work will also be in conformance with state and federal regulation.

The Town reserves the right to limit the number of qualified candidates invited to participate in any portion of the selection process. Candidates must achieve a passing score of seventy (70) on the oral examination in order to have their name placed on the Eligible List for this position.
