Job description

PdM TENCAP falls under Program Executive Office - Intelligence Electronic Warfare and Sensors (PEO IEW&S) and chartered with the responsibility of executing the Army's TENCAP program. Army TENCAP's mission is to enable the Army to rapidly exploit and influence National capabilities and architectures. Army TENCAP conducts advanced development and rapid prototyping to enhance, inform, and modernize Army capabilities.
Provides advisory and assistance services related to the PdM TENCAP mission. Systems Engineering and Technical Assistance (SETA) will consist of tasks to manage critical missions, provide alternative solutions to complex issues, ensure more efficient and effective operations and advise and assist with Integrated Product Support (IPS) Services: Provide recommendations and draft documentation for acquisition logistics functions during the development, production, and sustainment phases of the logistics lifecycle for Army TENCAP systems and related components. Provide recommendations and draft documentation for overall configuration management for TENCAP system baselines and evolutionary systems. Services shall include acquisition logistics activities for CONUS/OCONUS delivery; issue and movement of system and material; Total Package Fielding and training.
Primary Duties: Have the experience required to proficiently provide the support specified below:
  • Product Support Activities: Follow the IPS process to facilitate development and integration of the key product support activities required to acquire, test, field, and support Army TENCAP's materiel and software. Research, develop, brief and staff documentation required for Type Classification, Nomenclature/National Stock Number assignment, Basis of issue Planning and analysis, Materiel Release both urgent and standard, specifying technical data package requirements, development and approval of technical manuals (TMs), spares analysis and provisioning planning.
  • Property Management: Utilize approved Department of the Army equipment tracking databases, which includes but not limited to Defense Property Accountability System (DPAS) and Global Combat Support System - Army (GCSS-Army); and be responsible for data entry efforts to facilitate property accountability of Army TENCAP systems currently fielded, in the process of being upgraded/modified, and TENCAP installation property.
  • IPS Documentation: Develop required program documentation, including: the Lifecycle Sustainment Plan (LCSP), post production product support plan, computer resource lifecycle management plan, level of repair analysis, source of repair analysis, core depot assessment, and any other documentation required to design, implement, and refine product support strategies. Provide data for the development and refinement of the logistics portions of Army TENCAP program milestone documentation to include Test and Evaluation Master Plan (TEMP), CDD, CPD, technical CONOPS, PWSs and other acquisition documents required for the logistics acquisition process.
  • Fielding and Maintenance Services: Research and provide fielding and maintenance data for documentation required for new and follow-on projects. The contractor shall provide data and expertise for QRC requirements with rigid timelines and immediate expectation of an urgently needed capability being provided to warfighters, often within theater of operations. The contractor shall be versed in acquisition processes and documentation to include tailoring material releases or seeking waivers permitted to achieve fielded materiel solutions that match the requirements.

Clearance Requirement:
Must have an active Top Secret (TS)/Sensitive Compartmentalized Information (SCI) security clearance.
Experience:
  • Minimum of 15 years of progressively complex experience in providing logistics support to DoD or IC programs/projects or systems. Experience shall include a minimum of eight (8) years in providing Integrated Product Support (IPS) support to a DoD or IC program office. Experience shall include a minimum of five (5) years in an Integrated Product Support (IPS) position(s) within a DoD or IC program office leading an IPS team.
