Manager, Transmission & Distribution Operations

Job Description

Basic Purpose Ensures that all activities associated with Transmission and Distribution Control Center operations, including System Control Operations, ESCC Technical Support, Trouble Dispatch, and Operations Engineering are conducted in a safe, reliable and efficient manner and in compliance with all applicable standards.

Responsibilities

Essential Duties and Responsibilities

  • Manages the activities of a functionally diverse staff to ensure the electric system is operated in a safe and reliable manner.
  • Manages the development or improvement of operational systems and tools to enhance the operational effectiveness of a system control center. Ensures operational tools are available to carry out the operation.
  • Ensures that operator staff is trained and appropriately certified per the requirements of NERC and WECC.
  • Responsible for assessment evaluations of regulatory compliance and ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes, and regulations applicable to position and company
  • Develops the strategic direction for distribution management, outage management and energy management systems in a given service territory.
  • Provides guidance and direction to operators during system emergencies or other abnormal system conditions. Participates and oversees 24/7 response team for operational needs during system restoration and outages.
  • Works with business unit leadership to develop and track annual improvement plans in the areas of safety, human performance, efficiency and reliability to meet corporate and business unit goals.
  • Develops and manages an accurate annual operating budget. Controls financial and budgetary activities and directs operations within budget
  • Leads and provides safety training meetings, identifies and provides applicable training to employees, ensures all employees maintain certifications to perform work functions.
  • Works with Major Account Executives and Customer Service to address customer concerns and support customer service improvement initiatives.
  • Monitors and enforces all compliance requirements for area of responsibility.
  • Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes and regulations applicable to position and company.
  • Performs related duties as assigned.
Qualifications

Essential Education, Skills, and Environment

Education and Work Experience Bachelor’s Degree in the area of specialty from an accredited school and 6 years of related experience. Must obtain and maintain NERC certification within six month of hire.

Candidates that do not possess a bachelor’s degree must have a minimum of 10 years of related work experience. Must obtain and maintain NERC certification within six month of hire.

Specialized Knowledge and Skills Demonstrated knowledge of:

  • Control center operations, switching rules and power system operation
  • WECC/NERC regulatory requirements to maintain compliance
  • General bargaining unit agreements and implementation.

Demonstrated skills such as:

  • Oral and written communication, including presentation skills
  • Leadership, planning, organization, conflict resolution, and interpersonal development
  • Analytical, problem-solving and decision making skills
  • Customer service and negotiation skills.

Equipment and Applications PCs, word processing, spreadsheet and database software. Practical knowledge of Emergency Management and Distribution Management software.

Work Environment and Physical Demands General office environment. No special physical demands required.
