THE POSITION
Under general supervision, assists in the development and maintenance of all facets of a City-wide Geographic Information System (GIS); works closely with various City departments to assist and coordinate in the development of GIS applications that facilitate the operational and customer service needs of the department; acts as a project leader for GIS assignments; performs high level spatial analytical work; develops, writes, tests, and implements GIS software; performs complex database manipulation; develops and maintains City base map and associated layers; assists in the training of staff and users; and performs other work as assigned.
KNOWLEDGE AND APPLICATION OF
Principles and techniques of GIS; GIS software; spatial analysis and statistics, programming languages and relational databases; principles of map design; methods for importing and exporting data between GIS and other computer systems; projections and survey coordinate systems. At least two of the following GIS programs: ArcGIS (ArcMap, ArcGIS Pro, ArcGIS Server, ArcGIS Online) or other GIS Application such as GeoCortex); at least one of the following programming languages: Visual Basic, VBA, VB.NET, C#.NET, C++, or a scripting language (such as python or VB script); SQL (Structured Query Language); at least one of the following database programs: Microsoft SQL Server, and Microsoft Access; Windows operating system; AutoCAD, GPS, and tax parcel recording process.
TRAINING AND EXPERIENCE
Any combination of training and experience that provides the above listed knowledge, skills and abilities may be qualifying. A typical way of qualifying would be:
  • Graduation from an accredited college or university with a Bachelor's degree in Computer Science, Geographic Information Systems, Geography, or related field and
  • Two years of recent experience working with a variety of GIS applications, preferably in local (municipal) government OR equivalent combination of education and experience.
  • Licenses, Certificates or Special Requirements: Possession of a valid California Class "C" Driver's License. Must be able to pass a police background check.

CANDIDATE SELECTION PROCESS

2. Examination Phase: Based upon the information presented on the application, a limited number of candidates who possess qualifications most pertinent to the position will be invited to participate in the selection process. Candidates must be successful in each of the test components.
3. Establishment of Eligibility List: Candidates who successfully complete the examination process will be placed on the eligibility list pending further review by the department head and other qualifying procedures. This eligibility list maybe used for future vacancies in other departments.
