JOB PURPOSE:
The Manager, Quality Assurance/Quality Control (QA/QC) ensures operational standards, safety, and compliance across technical operations, custodial services, and EHS collaboration within Physical Facilities Management (PFM). This role conducts inspections, audits vendor performance, and ensures adherence to engineering standards, environmental health regulations, and University service benchmarks. The QA/QC Manager partners with operations and custodial supervisors to maintain a safe, clean, efficient, and compliant campus environment.
SUPERVISORY AUTHORITY:
Supervises QA/QC inspectors and coordinates quality review activities with custodial, engineering, and EHS staff. Provides oversight of vendor compliance and corrective action implementation.
NATURE AND SCOPE:
Internal contacts include custodial supervisors, engineers, trades staff, and EHS professionals to ensure alignment on quality standards and compliance. External contacts include contractors, regulatory agencies, and auditors.
PRINCIPAL ACCOUNTABILITIES:
  • Develops and enforces QA/QC protocols for custodial operations, technical systems, and EHS standards.
  • Conducts regular inspections of buildings, mechanical systems, utilities, and custodial services.
  • Tracks and reports KPIs on cleanliness, system reliability, compliance rates, and safety incidents.
  • Audits vendor performance against contract terms and service-level agreements.
  • Collaborates with EHS staff to ensure OSHA, EPA, fire/life safety, and hazard communication compliance.
  • Provides findings and corrective action recommendations to the Deputy Director and Executive Director.
  • Leads training and awareness programs on service quality, safety, and regulatory requirements.
  • Supports sustainability and continuous improvement initiatives in operations and custodial services.
  • Maintains documentation for audits, inspections, and compliance reporting.
  • Performs other related duties as assigned.

MINIMUM REQUIREMENTS:
Bachelor's degree in engineering, environmental health, or facilities management with at least 5 years of QA/QC, custodial, or engineering operations experience. Certifications in OSHA, quality management systems, or EHS compliance strongly preferred.
