Job description

THOR Solutions is actively seeking a mid-level Software Developer / Computer Programmer to support Landing Craft Air Cushion (LCAC) Command, Control, Communications, Computers, Navigation & Electrical (C4N&E) activities at Naval Surface Warfare Center Panama City Division (NSWC PCD) in Panama City, FL. The developer will support the Software Support Activity (SSA)'s efforts. An ideal candidate will possess experience supporting software development efforts for a major NAVSEA, NAVAIR, Navy, or DoD equivalent program.
Typical Responsibilities:
  • Perform software maintenance.
  • Use an agile development methodology to update, patch, and incorporate new requirements.
  • Provide onsite support for modification and upgrades to C4N software baselines in accordance with established Software Development Plans.
  • Provide software development, programming, and coding support in accordance with certified processes and procedures.
  • Integrate software units and components producing integrated software items consistent with the design.
  • Demonstrate the functional and non-functional software requirements.
  • Conduct programming in some or all of the following: Java, C, C++, and C#.
  • Conduct Windows, Linux, and VxWorks operating systems programming.
  • Use the Microsoft Visual C++ development environment with Microsoft Foundation Classes (MFC).
  • Use Java development environments such as Eclipse, NetBeans.
  • Develop network protocol-based applications using Transmission Control Protocol/Internet Protocol (TCP/IP), User Datagram Protocol (UDP), and Windows networking services.

Location: Full time onsite at the Naval Surface Warfare Center Panama City Division (NSWC PCD) in Panama City, FL.
Travel Requirements: This position is anticipated to require up to 10% travel, including limited international/overseas travel. An existing passport or the ability to quickly obtain one is required.
Typical Physical Activity: Primarily desk/computer work in an office environment. May involve: repetitive motion. Periodic visits to waterfront/shipboard environments. May involve: traversing shipboard environments (e.g., confined spaces, ladders, hatches) or vision.
Existing SECRET Security Clearance Required: This position requires an existing active or interim Secret security clearance prior to hire. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position. An otherwise strongly qualified candidate with highly relevant experience but no current security clearance may be considered.
Required Knowledge, Skills, and Abilities:
  • Qualified as a DOD 8140 Policy Cyber Workforce (CWF) Software Developer (621) Basic. To qualify, must possess at least ONE of the following:
    • Bachelors of Science (BS) degree in Computer Science, Computer Engineering, Software Engineering, or a similar relevant discipline.
    • OR, at least ONE of the following certifications. Proof of active/current certification must be provided prior to a job offer being extended:
      • CompTIA Security+ (Sec+)
      • Certified Secure Software Lifecycle Professional (CSSLP)
      • Java, C, C++, or C# professional certification
      • Another comparable, relevant software development certification
  • At least three (3) years of recent, relevant professional experience with software development.
  • Experience programming in some/all of the following: Java, C, C++, or C#.
  • Knowledge of both Linux and Windows based programming.
  • Proficiency with common productivity software including Microsoft Office.
  • Excellent verbal and written communication skills.

Additional Preferred Knowledge, Skills, and Abilities:
  • Additional years of experience in software development/computer programming.
  • Experience obtained in a U.S. Navy or DoD environment.
  • Experience with Agile software development methodologies.
  • Experience with Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI) processes and procedures.
