Overview

Program Management Analyst (VOPS-2026-25771):

Bowhead is seeking a highly skilled and experienced Senior Program Management Analyst to provide comprehensive programmatic, analytical, and strategic support for the Sites Planning Agent and the Aegis, Ship Self Defense System (SSDS), and Surface Training Programs.

This position is 100% on-site

Responsibilities

The ideal candidate will have a background in Department of the Navy (DoN) program management,ย and combat systems (specifically AEGIS and SSDS), and surface warfare training lab development requirements. This role will act as a critical liaison connecting facility planning, training program development, and operational readiness to ensure that Navy surface warfighters are equipped with the skills and infrastructure necessary to maintain, operate, and tactically employ advanced combat systems.

Key Responsibilities

  • Program Management & Oversight: Provide senior-level programmatic and analytical support to the Sites Planning Agent, overseeing the integration of facility upgrades, maintenance, and training program milestones.
  • Surface Training Program Support: Assist in the planning, development, and execution of the Aegis and SSDS Surface Training Programs in alignment with Surface Combat Systems Training Command (SCSTC) and Naval Education and Training Command (NETC) objectives.
  • Site Planning & Facility Coordination: Analyze, forecast, and coordinate site planning funding and contract requirements for land based test and training Sites. Ensure that infrastructure and sites are prepared to support Advanced Capability Build (ACB) deliveries and combat system upgrades.
  • Stakeholder Engagement: Act as a primary PMA liaison between the Sites Planning Agent, sponsors, and Sites to ensure seamless communication, execution, and alignment of program goals.
  • Data Analysis & Reporting: Track program budgets, schedules, and deliverables. Develop comprehensive financial reports, briefings, and white papers for senior military and civilian leadership to support strategic decision-making.
  • Risk Management: Identify potential programmatic, financial, or schedule risks related to combat system upgrades from a business perspective. Develop and propose actionable mitigation strategies.
Qualifications
  • Experience: Minimum of 15 years of progressive experience in program management and financial operations within the Department of Defense (Navy experience highly preferred).
  • Technical Knowledge: Demonstrated familiarity with Navy Surface Warfare operations, specifically the AEGIS Weapon System and the Ship Self Defense System (SSDS).
  • Education: Master's degree in Business Administration, Engineering, Systems Management, or a related discipline.
  • Analytical Skills: Strong ability to analyze complex data sets, manage project schedules, and evaluate program metrics.
  • Communication: Exceptional written and verbal communication skills, with a proven track record of presenting complex information to senior-level stakeholders.
  • Clearance: Must hold and maintain an active Department of Defense Secret security clearance.

Work Environment & Travel

  • Standard office and military installation environment.
  • Occasional (up to 10%) may be required to coordinate with various Land Based Test and Training Sites and Program Offices.

Physical Demands:

  • Must be able to lift up to 50 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level.ย  US Citizenship is a requirement for Secret clearance at this location.
