Summary
Job Title: Information Systems (IT) Manager
Department: IT
Exempt: Yes
Reports To: City Administrator

Operates and supervises all City information, subsystems, networks, etc. to ensure smooth operation. Maintains and operates network, ensures analysis, design, development, implementation and maintenance of technological systems meet user needs. Maintains the City-wide computer network security, programs, maintains City-wide routers and firewalls, telephone systems and cell phones. Provides technical support and expertise to all City departments on information needs.
Essential Duties and Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES
The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.
Existing IT audit and network analysis
  • Assess current conditions in several buildings throughout the City, including City Hall, City Services and Police, and well as other areas designated for computer connection.
  • Evaluate these buildings and determine any recommendations based upon best practices, updates, and infrastructure needs.
  • Complete IT Audit and compliance monitoring
  • Develop analysis and diagram for each.
Provide remote or on-site services to each of the departments for technology related issues (hardware, software, repair, modification, etc.) as required by staff
  • Provide a strategy or plan for implementing and remote management capabilities.
Desktop and hardware support for network & desktop operating systems
  • Equipment setup, maintenance and configuration
  • Data backups, disk capacity monitoring
  • Virus, hacker and spam monitoring of the network(s)
  • Install current drivers, firmware and software patches as required.
Server management, including email troubleshooting, and recommendations for efficient use, including backup measures and security options
  • Network and security analysis to help determine weaknesses and possible corrections. IT should provide a plan, if any, to remove deficiencies in each department.
Provide recommendations for both software and hardware upgrades, and or maintenance as needed
  • While the departments and the communities may not be interconnected, it is desirable to have each separate entity running as efficiently as possible, including greater interconnectivity and coordination among internal departments. Provide strategies that may out line a plan for overall IT services.
Any/all other computer and/or technology related projects as requested by the staff
  • From time to time, there maybe individual projects that arise from each department.
Training (as needed)
  • It is essential for proper use and development to receive proper training to use equipment and programs at the most efficient level.
Budget
  • Develop annual operating budget for information technology, networking, telephone, and other capital items.
  • Proper allocation of internal allocations of allotment of I/T costs to City Departments and Funds.
IT Committee
  • Serves as Chair of the City of Cudahy I/T committee.
  • Facilitates meetings of the I/T committee.
  • Working with committee to look at long range I/T planning, major software purchases, major hardware purchases, and other projects as derived by the city's needs.
Other
  • Serve as liaison with vendors for efficient implementation of new software products or systems and for resolution of any adaption issues.
  • Manage copier lease and maintenance contracts.
  • Manage City telephone system.
  • Manage City Cell Phone system and service.
  • Manage fiber contracts (currently with Time Warner)
  • Other duties that may be assigned from time to time, including assisting other Departmental staff when necessary.
  • Regular full-time attendance at this position is required.

Qualifications
QUALIFICATIONS

Experience
  • Knowledge of PCs Windows operating systems; TCP/IP networking; SQL Servers and databases; .netenvironments; web servers; Crystal Reports, and various software programming and scripting languages.
  • Experience with PCs, printers, switches, routers, and other hardware network troubleshooting.
Education and Certifications
  • Bachelor's degree in information management, Computer Science, Mathematics, Business Administration, or other closely related field from an accredited college or university preferred and five years of recent work experience.
  • Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills and abilities necessary to perform the duties of this position will also be considered.
