We are seeking an experienced Expert Software Architect to support the New York Women, Infants, and Children (NYWIC) Management Information System (MIS-EBT). This position plays a key role in supporting the enterprise DataMart environment by providing leadership in enterprise data architecture, data modeling, ETL development, and business intelligence solutions.

Position Overview

The NYWIC Management Information System (MIS-EBT) is a statewide application that supports New York's Women, Infants, and Children (WIC) nutrition program by providing critical technology services that enable efficient program administration.

The DataMart team designs, develops, and maintains the enterprise data warehouse and reporting environment supporting NYWIC. Working alongside Business Analysts, Data Modelers, Informatica Developers, and Oracle BI developers, the Expert Software Architect will help ensure the delivery of reliable, scalable, and high-performing data solutions.

This individual will also serve as backup support for enterprise data modeling and ETL development while providing technical leadership across reporting, data integration, and enterprise architecture initiatives.

Key Responsibilities
  • Analyze existing and future NYWIC systems to support enterprise reporting and evolving business requirements.
  • Collaborate with business stakeholders, vendors, and technical teams to gather requirements, conduct gap analyses, and prioritize reporting initiatives.
  • Design and maintain conceptual, logical, and physical enterprise data models.
  • Establish and enforce enterprise data standards, governance policies, naming conventions, and data quality practices.
  • Develop and maintain documentation including business processes, workflows, technical specifications, and data flow diagrams.
  • Design, optimize, and maintain ETL processes supporting data migration from Sybase and Microsoft Access into Oracle environments.
  • Design enterprise reporting solutions, dashboards, and reporting prototypes that meet business needs.
  • Develop and execute comprehensive testing strategies including System Integration Testing (SIT), User Acceptance Testing (UAT), regression testing, and data validation.
  • Monitor and optimize Oracle database performance through query tuning, indexing, partitioning, and database optimization techniques.
  • Implement database security, auditing, access controls, and compliance with organizational and state data privacy standards.
  • Evaluate implementation approaches, identify project risks, and develop mitigation strategies.
  • Provide technical leadership, conduct architecture and design reviews, mentor development teams, and support production releases.
  • Facilitate technical meetings, document decisions, and ensure proper follow-up of project action items.
  • Complete required administrative activities including attendance at project meetings, NYS LATS time reporting, and monthly timesheet submissions.
Minimum Qualifications
  • 84+ months (7+ years) of enterprise software architecture or equivalent experience.
  • Demonstrated ability to lead technical teams and provide architectural guidance on complex enterprise initiatives.
  • Extensive experience designing scalable enterprise software and data architecture solutions.
  • Bachelor's Degree in Information Technology, Computer Science, Information Systems, or a related technical discipline.
