Job Summary
The Accounting Manager performs advanced technical accounting work in support of municipal financial operations. This position is responsible for maintaining financial records, reconciliation processes, completing complex accounting transactions, and assisting with financial reporting in accordance with governmental accounting standards and established internal controls. This role will also direct and manage other finance staff and support departmental process improvements.
Scope of Impact:
The duties and responsibilities of this job are performed with latitude for independent judgement in accordance with Department and City policies, Federal, State and Local regulations and are based on detailed knowledge of department operations. Work is subject to periodic review by the supervisor, who provides input on approval of recommendations and discusses assignments, priorities and work.
Essential Duties
This job description is intended to represent only the key areas of responsibilities; specific position assignments will vary depending on the business needs of the department.
  • Perform advanced accounting and financial recordkeeping in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements.
  • Process and review accounts payable and receivable transactions, ensuring accuracy and proper documentation.
  • Prepare and post journal entries, account reconciliations, and financial adjustments.
  • Maintain and reconcile general ledger accounts.
  • Complete the preparation of monthly, quarterly, and annual financial reports.
  • Lead the preparation of the city's annual financial statements and assist with the external audit process.
  • Monitor and maintain internal controls related to assigned accounting functions.
  • Review financial transactions for compliance with policies, procedures, and applicable regulations.
  • Provide technical support and training for staff, as needed.
  • Assist with budget tracking and financial analysis as assigned.
  • Respond to inquiries from internal departments, vendors, and the public regarding financial transactions.
  • Recommend and implement improvements to accounting processes and systems.

Knowledge and Skills
Knowledge of
  • Governmental accounting principles, procedures, and financial reporting standards;
  • Municipal finance functions such as accounts payable, accounts receivable, payroll, and general ledger accounting.
  • Principles and practices of public sector accounting;
  • Applicable Federal, State, and Local laws, rules, regulations, codes, and/or statutes;
  • Strong mathematical principles;
Skills
  • Strong computer skills with proficiency in Microsoft Office Suite (Word, Excel) and records management software;
  • Analyze financial data and reconcile discrepancies;

Qualifications
Minimum Education: Associate's degree in accounting, finance, business administration, or a related field.
Minimum Experience: Five to seven years of progressively responsible accounting or bookkeeping experience, in a governmental environment.
Equivalency: An equivalent combination of education and experience closely related to the duties of the position may be considered.
Required Licenses/Certifications: None.
Desirable Qualifications:
  • Bachelor's degree in accounting, finance, business administration, or a related field.
  • Seven or more years of progressively responsible accounting or bookkeeping experience, in a municipal government environment.
  • Has one or more of the following certifications: Certified Public Accountant (CPA), Government Finance Officers Association Certificate Programs and/or Leadership Academy, or Certified Government Financial Manager (CGFM).
