The Compliance Engineering Manager will support a range of civil and environmental engineering projects and contribute to the continued growth of our regional office in the Asheville NC area. This role involves adherence to project milestones, budgets and maintaining rigorous quality assurance, ensuring that projects align with legal requirements and company policies in the state of North Carolina. The position includes design and development of sustainable stormwater management strategies, water resource solutions and distribution and collection systems for private and municipal clients. This position will operate under the ES Engineering P.C. organization in compliance with State of North Carolina requirements.

The ideal candidate will demonstrate strong communication skills, a collaborative approach to working with multidisciplinary teams, strong accountability to headquarters, and the ability to engage with clients and business development staff to strengthen regional relationships.

This role offers excellent professional growth potential, exposure to diverse civil and environmental projects, and opportunities to participate in expanding the company's presence in the region.

Essential Duties & Responsibilities

Leadership and Team Management

  • Lead and manage compliance with engineering projects and staff.
  • Workload analysis to manage the design and engineering staff schedule and ensure project deadlines are met.
  • Allocate tasks and resources based on project requirements and team capabilities.
  • Monitor and adjust schedules as needed to address project changes or delays.

Quality Assurance Quality Control (QA/QC) and Compliance

  • Oversee QA/QC processes for design plans, permitting, and hydrology & hydraulics (H&H) modeling and deliverables.
  • Ensure all designs meet regulatory standards and project specifications.
  • Conduct regular reviews and audits to maintain high-quality standards.

Engineering Design Development and Budget Management

  • Lead the development of engineering technical memoranda, reports, drawings, specifications, and other project related documents, plans, and compliance reports.
  • Perform and oversee hydrologic and hydraulic modeling using tools such as HEC-HMS, HEC-RAS, or SWMM.
  • Produce material quantities, cost estimates, specifications, and other documents necessary for construction implementation.
  • Manage project budgets, ensuring that staff hours stay within financial constraints.
  • Design, and construction support for municipal and private development projects such as green infrastructure, sediment and erosion control, utility services, stormwater management, wastewater systems and grading design

Client and Business Development Support

  • Maintain positive client relationships through clear communication and reliable project delivery.
  • Collaborate with business development staff to identify and pursue regional opportunities.

Requirements

Minimum Qualifications:

  • Education: Bachelor's Degree in civil or environmental engineering, is required.
  • Licensed Professional Engineer (P.E.) in the state of North Carolina is required.
  • Minimum 10 years of experience in civil engineering with at least 4 years in a management role.
  • In depth knowledge of local, state, and federal environmental compliance regulations such as USEPA, NC DEQ, AWWA, ACOE, and NCDOT.
  • Ability to manage and proven experience with projects using hydrologic and hydraulic modeling software such as HEC-HMS, HEC-RAS, or SWMM is required.
  • Expertise with interpretation of and client support with NPDES permits including MSGP, MS4, individual discharge, water quality standards, spill prevention, and other Clean Water Act regulations.
  • Strong management skills include participation in management meetings, strategic planning, and establishing revenue goals and departmental/office budgets.

Preferred Qualifications:

Experience:

  • Ability to understand and follow complex written and oral instructions and the ability to clearly communicate information both verbally and in writing.
  • Experience using AutoCAD Civil 3D for civil engineering-related projects including stormwater and hydraulic design.
  • Design experience with grading/site design, green infrastructure, stormwater management, and hydraulic modeling.
  • Ability to work independently, self-critique work, and multi-task regularly in a fast-paced environment with multiple changes, accepting responsibility for critical work products and meeting tight deadlines.
  • Proven track record of successful interactions with regulatory agencies.
  • Detail-oriented with strong organizational skills.

Work Environment

The work environment will be a mix of in-office and remote work. Standard office equipment will be provided to work in the office. In office space will be provided for you in the company's Stow, Ohio office. For any allowable remote work. uninterrupted home-based internet is a must in your home to attend and host video calls, along with a minimum bandwidth speed of 20 mbps.

Physical Requirements:

  • Communication with others to exchange information.

Travel Requirements: Occasional overnight travel may be necessary on a project-specific basis.
