Position Summary
The Software Development Manager leads a mid-sized Power Apps development team responsible for delivering secure, user-centered business applications and automation solutions. This role manages the full product delivery lifecycle—from client engagement and roadmap development through design, development, testing, documentation, deployment, and sustainment.
The manager serves as the primary link between customers, stakeholders, and the development team; translates business needs into prioritized technical work; builds and develops a high-performing team; and ensures products meet agreed functional, quality, security, and documentation standards.
Key Responsibilities
  • Serve as the primary point of contact for customers, product owners, and internal stakeholders.
  • Lead requirements-gathering sessions, product demonstrations, status updates, and feedback discussions.
  • Manage stakeholder expectations and ensure customer feedback informs product priorities and iterative improvements.
  • Develop, maintain, and communicate a product roadmap aligned with organizational priorities, user needs, technical constraints, and available resources.
  • Translate strategic objectives and customer requirements into actionable backlogs, release plans, milestones, and measurable outcomes.
  • Prioritize work across multiple applications, enhancements, technical debt, defects, and sustainment requirements.
  • Monitor delivery performance and adjust plans to address emerging risks, changing requirements, and resource constraints.
  • Establish clear roles, performance expectations, development goals, and accountability across the team while fostering a collaborative, inclusive, customer-focused, and continuous-improvement culture.
  • Provide technical and professional mentorship, including support for Power Platform certifications, low-code development practices, and agile delivery methods.
  • Plan team capacity and assign work based on priorities, skills, workload, and development opportunities.
  • Provide management oversight for applications developed using Microsoft Power Apps, Power Automate, Dataverse, Power BI, SharePoint, Microsoft Teams, and related Microsoft 365 services.
  • Promote sound application architecture, reusable components, maintainable solutions, data governance, access controls, and lifecycle management practices.
  • Review technical approaches and ensure solutions are scalable, supportable, accessible, and aligned with organizational standards.
  • Partners with technical leads to resolve complex delivery, integration, data, and platform issues.
  • Establish and enforce testing standards for functional, integration, user acceptance, performance, and accessibility testing, as applicable.
  • Own creation of requirements documents, user guides, standard operating procedures, and sustainment documentation.
Required Qualifications
  • Bachelor’s degree in computer science, information systems, software engineering, business, or a related field.
  • Active Secret clearance.
  • 5+ years of experience in software development, application development, business systems, or related technical delivery roles.
  • 2+ years of experience leading, supervising, or managing technical personnel, projects, or cross-functional software development teams, as well as client relationships.
  • Experience with one or more related technologies, such as Dataverse, Power BI, SharePoint, Microsoft Teams, Microsoft 365, Azure, SQL, REST APIs, or enterprise data integrations.
  • Experience managing software delivery activities, including requirements definition, backlog prioritization, release planning, testing, defect management, and user acceptance testing.
  • Demonstrated ability to communicate effectively with customers, senior stakeholders, product owners, and technical teams.
  • Experience developing and maintaining product roadmaps, delivery schedules, and resource plans.
  • Knowledge of agile, iterative, or hybrid software development methodologies.
  • Demonstrated ability to develop technical documentation, establish documentation standards, and ensure deliverables are maintained throughout the product lifecycle.
  • Strong analytical, organizational, problem-solving, and decision-support skills.
Preferred Qualifications
  • Demonstrated experience delivering solutions using Microsoft Power Platform, including Power Apps and Power Automate.
  • Microsoft certifications related to Power Platform, such as Power Platform Fundamentals, Power Platform App Maker, Power Platform Developer, Power Platform Solution Architect, or Power Platform Functional Consultant.
  • Experience leading an enterprise or government Power Platform program, center of excellence, or application portfolio.
  • Experience with Power Platform governance, environment strategy, data loss prevention policies, solution lifecycle management, and application monitoring.
  • Experience implementing application lifecycle management practices
  • Experience establishing quality assurance processes, test automation approaches, accessibility testing, and release-readiness criteria.
  • Project management certification, such as PMP, PMI-ACP, Scrum Master, Product Owner, or comparable credential.
  • Experience creating executive briefings, program dashboards, metrics, and decision-support materials for senior leaders.
Salary Range: $115,000 - $125,000
