Duties and Responsibilities (* denotes essential functions):
  • *Serves as administrative officer for the College of Natural Sciences and provides the full range of fiscal, personnel and administrative support, including but not limited to reviewing, approving, auditing, and processing purchasing documents, including requisitions and purchase orders, travel requests/completions, and payroll for completeness and compliance with statutes, State & UH/RCUH procurement policies and procedures, and collective bargaining agreements.
  • *Administers and monitors internal account and fiscal records for general funds, tuition and special funds, extramural funds, and research and training revolving fund accounts.
  • *Reconciles monthly fiscal expenditures with university-generated reports; i.e. compares internal records with university-generated reports.
  • *Monitors expenditures and maintains control of spending in accordance with budget plans or grant expenditure plans.
  • *Provides advice, interpretations, and/or makes effective recommendations regarding applicable policies, procedures, collective bargaining agreements, personnel actions as it relates to the appropriate funding accounts, and other administrative requirements, including the development of options and alternatives to administrators, faculty, and staff.
  • *Maintains current and high-level knowledge of UH System, Board of Regents, and other applicable policies and procedures as they relate to procurement, budget planning, personnel, and other operational functions.
  • *Recommends changes to internal administrative policies and standard operating procedures to improve operations to achieve the most efficient and effective service.
  • *Plans, writes, and edits internal college fiscal, personnel, and administrative policies and standard operating procedures, including training handbooks and materials.
  • *Coordinates and delivers training to faculty and staff in the college.
  • Provides backup fiscal support to departments experiencing staff shortages.
  • Other duties as assigned

Minimum Qualifications:
  1. Possession of a baccalaureate degree in Business, Human Resources, Public Administration, Social Sciences or related field and 3 years of progressively responsible professional experience with responsibilities for financial or human resource administration; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  2. Considerable working knowledge of principles, practices and techniques in the area of management support with familiarity in financial and fiscal reporting, procurement, internal controls, human resources administration and/or related government regulations as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with management support with familiarity in financial and fiscal reporting, procurement, internal controls, human resources administration and/or related government regulations.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Desirable Qualifications:
  1. Knowledge of University and State of Hawai`i, or other comparable institutions, policies, procedures and laws for fiscal and/or HR administration.
  2. Ability to provide high quality service, including communicating with and being sensitive to individuals/organizations from a variety of cultural backgrounds.
  3. Demonstrated ability to manage work priorities and projects, and ability to work effectively in a multi-task environment.
  4. Knowledge of systems such as Kuali Financial Systems (KFS), eTravel, RCUH and PeopleSoft.
