REPORTS TO:  South Regional Manager
CIVIL SERVICE JOB TITLE: Program Specialist 2
STARTING SALARY RANGE: $65,834 - $70,782 per year
FULL-TIME/PART-TIME: Full-Time
WORKWEEK: 9:00 a.m. to 8:00 p.m. (35 hours/week). May be required to work evenings and weekends as needed.

Benefits available to Full-Time Employees: Medical coverage 60 days from the first day of employment, Prescription coverage is the first of the month following 60 days of employment at no cost to the employee and additional cost per each dependent added. Dental coverage is provided at no cost 60 days after the first day of employment. Vision coverage is provided at no cost and reimbursed at $250.00 per year. ABOUT THE ROLE:
Under general supervision, the Computer Learning Resource Center Specialist is responsible for the planning, coordination, and delivery of technology-based educational services at the Miller Branch Computer Learning Resource Center. The incumbent provides ongoing software and digital literacy training, manages technology resources, conducts data-driven outreach, and develops community partnerships that expand access to services and support revenue-generating programming.
This position requires professional-level technical knowledge, instructional expertise, analytical skills, and strong community engagement capacity.
JOB DUTIES:
  • Develop and deliver ongoing instructional programs in computer literacy, productivity software, cloud-based platforms, and emerging digital tools.
  • Conduct individual and group training sessions for patrons, staff, and partner organizations.
  • Maintain professional competency through continuous training in evolving software applications and technologies.
  • Researches funding sources, develops and reviews grant applications, and writes proposals; negotiates and monitors contracts or grants.
  • Coordinate daily operations of the Computer Learning Resource Center.
  • Monitor and maintain computer hardware, software, and peripheral equipment.
  • Ensure compliance with library technology policies and security standards.
  • Provide technical assistance and basic troubleshooting support.
  • Collect, analyze, and interpret data related to program attendance, community usage, and service outcomes.
  • Prepare administrative, statistical, and evaluative reports.
  • Conduct data-driven outreach in surrounding neighborhoods and service areas.
  • Establish partnerships with educational institutions, workforce agencies, nonprofit organizations, and community groups.
  • Promote use of the Computer Learning Resource Center as a training and professional development venue.
  • Assist in developing collaborative programs and service models that generate revenue through agency and organizational partnerships.
  • Support grant-funded and fee-based initiatives in coordination with administration.
  • Monitor participation, outcomes, and financial performance of programs.
  • Conducts surveys or other studies to help identify program needs.
  • Provide technical guidance and training to branch staff.
  • Participate in system-wide technology initiatives.
  • Collaborate with librarians and administrators to integrate technology services into library programming.
  • Prepares charts, tables and/or other graphic representations needed for the planning, operation and implementation of program activities.
  • Maintain accurate records of trainings, equipment, partnerships, and expenditures.
  • Attend required meetings, trainings and professional development sessions.
  • Represent the Library in a professional manner in community and partner settings.
  • Maintains essential records, reports and files.
  • Perform other duties as assigned

REQUIRED EXPERIENCE/EDUCATION:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
  • Six (6) years of professional experience in planning, monitoring, coordinating, implementing, modifying, and/or evaluating agency programs and services.
OR
  • Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience.
OR
  • Possession of a master's degree from an accredited college or university in a discipline appropriate to the position; and one (1) year of the above-mentioned professional experience.

ADDITIONAL RELEVANT SKILLS:
 
  • Knowledge of library administration and management techniques.
  • Ability to manage and administer a library program.
  • Ability to analyze, comprehend, and utilize approved public library standards, methods, techniques, budgeting systems, classification and pay plans.
  • Knowledge of Jersey City’s population, geography, and/or local government.
  • Facility in a non-English language spoken in Jersey City (such as Spanish, Hindi, Arabic, Tagalog, etc.).
