Job description

Job Title: Project Manager โ€“ Enterprise Software Inventory and Asset Management Support Services

Location:ย Rockville, MD (Onsite)

Summary:

Red Cedar is seeking an experienced Project Manager to support enterprise software inventory and software asset management services for a federal customer. This role will manage contract execution, serve as the primary point of contact for the Government, coordinate with senior stakeholders, and support the Vendor Management Office in improving software asset inventory, enterprise license management, reporting, and cost-saving initiatives.

The ideal candidate will have strong project management experience, software asset management knowledge, experience with enterprise license agreements such as Microsoft and Salesforce, and the ability to develop dashboards, present metrics, and communicate effectively with senior government leadership.

Responsibilities:

  • Lead day-to-day project execution, including schedule, staffing, deliverables, risks, issues, action items, and customer communications.
  • Serve as the primary contractor point of contact for the Government Program Manager, COR, Vendor Management Office, and key stakeholders.
  • Manage software asset management support activities, including software license inventory, enterprise license agreements, SaaS subscriptions, and asset reporting.
  • Support software inventory data collection, validation, normalization, analysis, and reporting across federal Operating Divisions and Staff Divisions.
  • Support analysis of software usage, purchase agreement compliance, redundant applications, cost-saving opportunities, and license optimization.
  • Develop and maintain project plans, status reports, meeting minutes, risk registers, action trackers, dashboards, executive briefings, and process documentation.
  • Facilitate stakeholder meetings, data calls, deliverable reviews, and executive-level discussions.
  • Coordinate with acquisition, finance, cybersecurity, enterprise architecture, IT operations, and vendor management stakeholders.
  • Support ITAM/SAM policy implementation, reporting cycles, and process improvement activities.
  • Ensure deliverables are accurate, timely, professionally written, and aligned with customer expectations.

Requirements:

  • Bachelor's degree in information technology, Business Administration, Management, Data Analytics, Finance, Acquisition, or a related field.
  • Minimum 10 years of project management experience supporting IT, software asset management, IT asset management, federal OCIO, vendor management, or enterprise data programs.
  • PMP certification required.
  • Experience managing federal government contracts, deliverables, schedules, staffing, risks, issues, and performance reporting.
  • Experience with software asset management, software license management, enterprise license agreements, SaaS subscriptions, and software inventory reporting.
  • Experience with enterprise license agreements for vendors such as Microsoft, Salesforce, or similar major software vendors.
  • Ability to interface with senior government leadership and stakeholders.
  • Experience developing dashboards, presenting metrics, and preparing executive-level reports.
  • Strong written and verbal communication skills.
  • Strong analytical, organizational, stakeholder coordination, and problem-solving skills.
  • Proficiency with Microsoft Office, Teams, SharePoint, Excel, PowerPoint, and project tracking tools.
  • Ability to obtain and maintain Public Trust suitability.

Preferred Qualifications:

  • Experience supporting, NIH, FDA, CDC, CMS, or another large federal civilian agency.
  • Certified Software Asset Manager, ITIL, Certified IT Asset Manager, or other SAM/ITAM related certification.
  • Experience with ITAM policy, FITARA, MEGABYTE Act, OMB reporting, software license reporting, or federal IT asset management policy implementation.
  • Experience with ServiceNow, Power BI, Flexera, Snow, ServiceNow SAM Pro, BMC, Ivanti, Tanium, BigFix, SCCM/MECM, or similar SAM/ITAM tools.
  • Experience with software discovery, license reconciliation, entitlement analysis, utilization analysis, cost avoidance, and software rationalization.
  • Experience managing teams that include data analysts, SAM analysts, ITAM analysts, business analysts, technical writers, and process improvement specialists.
