Job description

Job Description About DTMB: The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. About this position: This position serves as an IT Application Architect 15 supporting the Michigan Department of Transportation information technology (IT) applications. This position will serve as the technical expert on orchestrating the placement and interaction of application components, to meet the agency business requirements, while also satisfying the often-conflicting requirements of sustainability, cost control, standardization, security, compliance and strategic alignment for all Java applications and services.

This position must ensure that Java applications and services are properly integrated with COTS packages, Software as a Service, Web Services and other federal, state and local government applications and services, both internal and external to the State. This position is responsible for critical, public-facing systems with political fallout associated with potential failure. This position will provide technical expertise and leadership to application development staff, promoting usability, security, mobility, maintainability and reuse.

This position must be able to function with a minimum of direct supervision and requires a high degree of direct contact with department program managers and DTMB project and technology oversight groups. This position works as team lead, for a team of classified architects, designers and support staff. Indirect reporting to the CTO through the Office of Enterprise Architecture.

Position Location: This position is located in Lansing, MI. This position may work a hybrid (remote/office) schedule with 2 days required in the office per week. Selected candidates who have been approved to work a hybrid schedule must complete that work within Michigan.

Candidates should confirm work location and schedule at the time of interview. Signing Bonus: This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period).

This does not apply to current state employees. In accordance with federal law, all new employees must provide proof of eligibility to work in the United States within three business days of beginning employment. DTMB Human Resources uses E-Verify in conjunction with the federal I-9 form to verify authorization of employment.

DTMB does not participate in STEM-OPT Required Education and Experience Education Possession of a bachelor's degree with at least 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics. Experience Information Technology Specialist 15 Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12. Alternate Education and Experience An associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

OR At least an educational level typically acquired through the completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
