Position Summary
The Emergency Management Program Coordinator supports the University at Buffalo's Emergency Operations Center (EOC) by assisting with the organization, implementation, and use of the Incident Command System (ICS) for campus incidents and emergencies. Reporting to the Director of Environment Health & Safety (EH&S), this role functions in a supporting, coordination-focused capacity, providing assistance with emergency preparedness activities, response coordination, recovery planning, and continuity efforts across a large, complex academic institution. This position is an individual contributor role, does not exercise independent decision-making authority, and does not have direct supervisory responsibility. The University at Buffalo is a flagship public research university with a dynamic, multi-campus environment that supports world-class education, research, and community engagement. This position offers a unique opportunity to support the shaping and advancing of university emergency management programs, working collaboratively with dedicated professionals across public safety, facilities, health services, academic & business units, and external partners.
This position serves in a 24/7/365 emergency management support capacity, requiring availability outside of normal business hours to support incident response, EOC activations, and campus emergencies. Consistent with the operational and response-driven nature of emergency management functions, this position is designated as an on-site obligation and is ineligible for regular remote or telecommuting arrangements.
Key responsibilities include but are not limited to:
Emergency Management & Preparedness
  • Support the development and maintenance of the University's Comprehensive Emergency Management Plan (CEMP), including ICS integration, functional annexes, and hazard-specific plans.
  • Work with various Essential Support Functions (ESF) in the coordination of hazard vulnerability assessments and support mitigation and preparedness initiatives.
  • Serve in a project manager capacity for a diverse portfolio of emergency preparedness and response initiatives.
  • Act as a subject matter expert (SME) for EH&S, providing guidance and information to internal and external stakeholders.
  • Assist with coordination with the State University of New York Office of Emergency Management.

Training, Exercises & Awareness
  • Assist with the design, coordination, and facilitation of ICS and EOC training, including NIMS/ICS courses, tabletop exercises, functional exercises, and full-scale drills.
  • Verify that campus personnel with EOC or emergency response roles are appropriately trained and prepared.
  • Support and coordinate after-action reviews and improvement planning related to EOC activations, exercises, and incidents.

Emergency Operations Center (EOC) & Incident Command System (ICS)
  • Provide coordination and operational support for the University's Emergency Operations Center (EOC), including readiness activities, activation support, and incident operations. Support the organization and implementation of the Incident Command System (ICS) for campus incidents, ensuring alignment with NIMS principles and best practices.
  • Provide support for the coordination of ICS roles and organizational structures during EOC activations, offering guidance and assistance to incident command and general staff positions. Maintain EOC procedures, activation protocols, position checklists, and related documentation.

Incident Coordination & Response Support
  • Support emergency response and recovery operations by coordinating EOC activities and information flow during incidents.
  • Collaborate with University Police, Facilities, Student Life, Health Services, supervisory leadership, and external agencies to ensure coordinated, ICS-based response efforts.
  • Assist with situational awareness, resource coordination, and documentation during emergencies.

Minimum Qualifications
  • Bachelor's degree in business administration, project management, emergency management, public administration, environmental health & safety, public safety, or a related field, or an equivalent combination of education and experience.
  • Minimum of two (2) years of experience performing EH&S functions or emergency coordination in a higher education or governmental environment.
  • Demonstrated experience in project management, emergency management, emergency preparedness, business continuity, EH&S programs, incident management, or a related discipline.
  • Demonstrated ability and comfort in training, presenting, and speaking in front of groups, including facilitating emergency preparedness training, briefings, and/or exercises for diverse audiences.
  • Strong written and verbal communication skills, with the ability to prepare clear and effective plans, procedures, reports, and after-action documentation.
  • Proficiency in the Microsoft Office Suite (including Word, Excel, PowerPoint, Outlook, and Teams) and the ability to effectively utilize technology to support planning, training, documentation, and coordination efforts.
  • Ability to work independently and manage multiple priorities in a complex, fast-paced academic environment.
  • Ability to remain calm, organized, and effective during high-pressure emergency situations, including availability to support incidents on a 24/7/365 basis.
  • Valid driver's license.
  • Candidates must be able to successfully pass a comprehensive background investigation.

Preferred Qualifications
  • Master's degree in emergency management, public administration, business administration, project management, public health, or a related field.
  • Experience in emergency management, preparedness, or continuity planning within a higher education, healthcare, research, or large institutional environment.
  • Working knowledge of emergency management frameworks, including the Incident Command System (ICS), National Incident Management System (NIMS), and Emergency Operations Center (EOC) concepts.
  • Demonstrated experience serving in or supporting an Emergency Operations Center (EOC), including EOC coordination, documentation, or operational support roles.
  • Practical experience applying the Incident Command System (ICS) during exercises or real-world incidents.
  • Professional certifications such as Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), Certified Business Continuity Professional (CBCP), Project Management Professional (PMP), or similar credentials.
  • Experience planning, coordinating, and evaluating emergency exercises, including tabletop, functional, and full-scale drills.
  • Experience collaborating with public safety agencies, emergency management organizations, public health departments, or government partners at the local, state, or federal level.
  • Familiarity with hazard vulnerability assessments, after-action reporting, and continuous improvement planning.
  • Experience supporting or coordinating 24/7 on-call emergency response operations in a complex organizational setting.
