Job description

The Healthcare Association of New York State (HANYS) is seeking a Healthcare Data and Policy Analyst within DataGen, a HANYS Solutions company (HSI). DataGen offers a variety of healthcare data analytics, software solutions, and support to state hospital and health care associations, and multi-state health care systems. Reporting to the Manager, KeySTATS National, this full-time position reviews, understands, summarizes and analyzes federal health-related legislation, regulations and other policies of interest to the health care industry and KeySTATS National clients. The position holder also manages and performs daily analytic and policy activities with regards to product development, product updates, and product support.

A remote working environment may be considered within New York state and its neighboring states. The expected salary for this position is between $65,000.00 and $71,000.00 annually. Payrate offered will be based on the successful candidate?s relevant experience, knowledge, skills, and abilities and in consideration of internal equity.

Key responsibilities include but are not limited to:

  • Reviews, understands, summarizes and analyzes federal health-related legislation, regulations and other policies, using computer processing techniques for economic, financial, and information research projects.
  • Reviews legislative and regulatory Medicare proposals. Identifies and evaluates the major policy components, assesses the modeling potential, and translates requirements/ specifications into development and production of algorithms and programs.
  • Develops updates, enhancements, and revisions to existing products to make them easier to use, reflect client requests for improvements, and incorporate changes in the Medicare payment environment.
  • Works with the team to develop/enhance software models using a business intelligence platform (i.e., Information Builders? WebFOCUS). Creates and modifies analytic programs using SQL.
  • Prepares final project deliverables using business intelligence software. Prepares data visualizations (e.g. charts, graphs, tables) and user-friendly interfaces for presentation of analytic findings.
  • Presents information to clients and their hospital members in formal settings such as Annual Meeting, Webinars, and Conference Calls. Takes complex material and presents in a meaningful manner. Composes and compiles the necessary visual aids (e.g. charts, graphs, tables) for presentation of analytic findings.
  • Edits and validates information collected from various sources, including Medicare cost reports, claims data, rate reports and CMS Care Compare.
  • Prepares and updates written documentation on the preparation and use of KeySTATS? products. Conducts group and individual training sessions for the use of the products. Follows procedures and maintains documentation on completed projects for reference on future projects.
  • Participates in the maintenance of current state and national databases required for the division?s analyses and modeling.

Qualifications:

  • A bachelor?s degree in Health finance, Economics, Statistics, Mathematics, or a closely related field is required; a Master?s degree is preferred.
  • 2 years of experience in a position involving the application of techniques of economic analysis, statistics, financial, and/or information analysis in a health-related field (particularly the hospital industry) and a working knowledge of industry coding (ICD-10, CPT/HCPCS) is preferred. An equivalent combination of education and experience sufficient to satisfactorily perform the duties of the job may be substituted.
  • Strong analytic, problem-solving, and math skills.
  • Proficiency in Microsoft Excel is required; Business Intelligence platform development experience is preferred.
  • Experience with large databases, relational databases and stored procedures is preferred. Demonstrated experience with PL/SQL or T-SQL is required.
  • Excellent interpersonal and communication skills are essential with ability to interact with external clients at executive levels with State Associations and Health Systems, and internal teams.
  • Must be a highly motivated self-starter with the ability to multi-task.
