Position Overview
Cumberland County is seeking a detail-oriented and analytical professional to join the Tax Administration Department's Mapping/GIS Division. The Tax Department supports the County and its nine municipalities by accurately mapping listing, appraising, billing, and collecting taxes on taxable property in accordance with North Carolina General Statutes.
Under general supervision, this position reviews and analyzes deeds, recorded plats, estate and probate records, vital records, eminent domain cases, NCDOT schematics, and other public documents that may affect real-property ownership or tax listings. The selected candidate will apply land records principals and statutes, property- boundary descriptions, and engineering data to maintain an accurate listing in the Computer-Assisted Mass Appraisal (CAMA) database and the GIS database.
Examples of Duties
  • Creates, updates, and maintains digital parcel maps, GIS layers, tax database records, and property ownership information to ensure accurate and current cadastral mapping
  • Reviews and analyzes deeds, plats, surveys, legal descriptions, wills, estate records, right-of-way documents, and other public records to establish property ownership, parcel boundaries, acreage, easements, and tax listing information
  • Processes parcel splits, combinations, subdivisions, boundary adjustments, and other land record changes by interpreting legal descriptions and updating GIS and property tax databases
  • Maintains and manages tabular and spatial GIS databases, ensuring the accuracy, integrity, and consistency of cadastral, ownership, and tax-related data
  • Utilizes GIS datasets, including zoning, soil classifications, tax districts, aerial imagery, and other spatial data, to support accurate property mapping and tax assessment activities
  • Performs spatial analysis and prepares maps, reports, graphs, statistics, and other cartographic products to support tax administration, planning, and decision-making
  • Organizes, reviews and annotates legal and property-related documentation for processing while maintaining accurate records and ensuring compliance with established procedures
  • Provides technical GIS support and mapping assistance to County departments, governmental agencies, and internal staff to support operational and planning initiatives.
  • Assists landowners, surveyors, attorneys, real estate professionals, County employees, and the public by providing information regarding listing owners' boundary descriptions, parcel locations, assessed values, and tax records
  • Produces and distributes digital and printed maps, GIS products, and related documentation for public requests, interdepartmental use, and governmental agencies while maintaining high standards of accuracy and customer service

Minimum Qualifications
Graduation from an accredited two-year college or technical school with a degree in cartography, civil engineering, land surveying, Computer aided design, or graphic design, or a related field and two (2) years of experience and/or training in cartography work, CAD and GIS; or an equivalent combination of education and experience.
Knowledge, Skills and Abilities
  • Knowledge of Cumberland County methods, procedures, and policies applicable to the essential duties of the position
  • Knowledge of the principles and practices associated with legal deed descriptions, drafting, and cartography
  • Knowledge of department-specific computer-aided design (CAD) and Geographic Information Systems (GIS) software
  • Knowledge of the Tax Administration Department's organizational structure and its working relationships with other County departments and external agencies
  • Knowledge of applicable occupational hazards and safety precautions required to perform assigned duties safely
  • Knowledge of relevant laws, ordinances, standards, and regulations applicable to the position's duties and responsibilities
  • Skills in using Microsoft Office, Adobe Photoshop, and other software applications required for the position
  • Ability to interpret and apply policies, procedures, legal descriptions, regulations, and technical information accurately
  • Ability to establish and maintain cooperative and effective working relationships with County employees, government agencies, property owners, and the public

Conditions of Employment:
Completion of Property Tax Listing and Assessing course within twelve (12) months of hire.
Certification as an NC Property Mapper within twenty-four (24) months of hire.
