General Description
Performs complex technical and analytical geographic information systems tasks and a variety of assignments; does related work as required. Work is performed under general supervision of the GIS Manager.
Essential Functions
  • Designs and generates a variety of GIS products including high quality maps, map templates, geodatabases, GIS web services, tables, and reports on a consistent and timely basis;
  • Works on multiple projects simultaneously, with the ability to keep projects on schedule;
  • Creates, updates, edits, manipulates, and helps to maintain the city's geospatial data sets;
  • Performs analysis and geoprocessing of spatial data using GIS and other analytical software;
  • Performs data searches and retrials, analyzes spatial data for geographic statistics;
  • Responsible for the acquisition and distribution of spatial data within the GIS, in addition to QA/QC of incoming/outgoing data;
  • Implements complex geospatial projects and initiatives, which may include programming (Python and other languages) or designing GIS models for automation of manual and repetitive tasks;
  • Creates and maintains metadata and best practices to support GIS systems and spatial data;
  • Assists in supporting and maintaining the city's web mapping applications and GIS web services;
  • Analyzes, troubleshoots, and resolves GIS application issues along with other technical issues;
  • Provides guidance, training, and technical support staff regarding GIS applications and GIS Data as directed by the GIS Manager;
  • Provides technical and professional advice; makes presentations to supervisors, department heads, and general public;
  • Provides data to architects, engineers, developers, contractors, owners, community groups, and interested parties;
  • Collects field data using GPS or other equipment as needed;
  • Assists in the process of Addressing within the city's addressing jurisdiction;
  • Participates in ongoing training and career development activities;
  • Performs related tasks as required;

Typical Qualifications
Qualified applicant must possess a Bachelor's degree with major course work in geography, GIS, computer science or related field and considerable experience in municipal, county, or regional GIS systems or an equivalent combination of education and experience. GISP (Geographic Information Systems Professional) certification is preferred. Valid driver's license in the State of North Carolina.
Considerable knowledge and understanding of the theories, principles and practices associated with the design, development, and support of GIS applications is required; must possess a variety of intermediate and advanced GIS skills including support, maintenance, management, and quality assurance of geospatial databases; must have considerable experience with esri's ArcGIS Desktop 10.3/ ArcGIS Pro 2.4 or higher; must be familiar with geodatabase structure; must have a solid grasp on relational database concepts; must be familiar with ArcGIS Server and GIS web services; must be familiar with Python scripting and ModelBuilder; must be knowledgeable of current literature and recent developments in the field of GIS; must be able to analyze and to systematically compile technical and statistical information into technical reports, maps, and other related materials and be able to present that information clearly and concisely; must have strong oral and written communication skills; and must have the abilities to interpret various rules and regulations and to establish and maintain effective working relationships with associates and the general public.
