Job description

The Air Force Civilian Service (AFCS) is looking for a Full-Time Engineering Technician-GS-0802-11 to work at the 316th Civil Engineer Squadron at Joint Base Andrews, MD
We are seeking a highly skilled, proactive, and detail-oriented Engineering Technician to join our SABER (Simplified Acquisition of Base Engineering Requirements) team. Our ideal candidate is a technical expert who thrives in a fast-paced military environment and has hands-on experience managing base facility construction, alterations, maintenance, and repairs. You are a versatile professional capable of bridging the gap between engineering design, technical drafting, and contract procurement.
SABER & Project Management: Proven experience navigating the SABER project lifecycle, coordinating multi-disciplinary base facility projects from initial scope to execution. Technical Design & Drafting: Strong civil and structural engineering background, with the ability to draft high-quality layouts, review technical drawings, and coordinate HVAC system integrations. Project Documentation & Estimating: Demonstrated proficiency in writing detailed Statements of Work (SOW), drafting clear technical specifications, and developing highly accurate project cost estimates. Proposal Package Assembly: Experience assembling, reviewing, and evaluating technical proposal packages for new military construction, facility alterations, and preventative maintenance/repairs. Collaborative Mindset: A strong communicator who can seamlessly collaborate with contractors, military stakeholders, and base leadership to ensure project success and mission readiness.

Qualifications/Requirements:
U.S. Citizenship Required
Obtain & maintain a security clearance
The work may require the employee to drive a motor vehicle. Must possess an appropriate and valid driver's license.
Extensive building experience, construction estimating, and through understanding of materials and assemblies is required. Some college training and basic math is highly desired.
May be required at the convenience of the government to perform temporary duty travel by either government or commercial air transportation, and to utilize government furnished quarters and mess at temporary duty when available.
Must possess complete motor skills and manual dexterity to perform inspections in crawl spaces, tunnels, culverts, roofs etc. in accordance with AFOSHA standards
Five years of field experience in project management is desired.
Random drug testing position-MVO required.
Duties:
Designs and develops layouts, drafting, statements of work, specification, and cost estimates; assembles proposal packages for new military projects for construction, alterations, maintenance, and/or repairs to various base facilities.
Technical representative for contracting officer. Interprets and clarifies plans, specifications, and other proposal documents.
Provides construction management and control over assigned construction contracts. Ensures compliance with all contract documents including acceptable trade practices.
Prepares and process delivery order documentation and correspondence, construction permits, communication support requests, partial payment request submittals, diaries, etc.
RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA):
Technical knowledge of general engineering concepts, principles, and practices and familiarity with engineering disciplines (Mechanical, Electrical, Structural, Utilities, and Pavement/Grounds).
Knowledge of the civil engineering organizational structure and the interrelationships and interdependence of the flights and their responsibilities.
Knowledge of a wide range of analytical and diagnostic methods, procedures, and principles to identify system failures, take corrective actions to resume normal operations, and implement procedures to allow for partial use until problems are resolved.
Knowledge of standard contracting regulations, practices, and procedures. Knowledge of current automation technology and practices essential for the accomplishment of projects.
