The primary purpose of this position is: to provide programming and base development technical engineering support performing the more difficult and complex tasks for new construction, renovations, and improvement projects of real property facilities including utility systems. Evaluates and recommends for approval clients' request for new construction, renovation, and improvements of real property facilities including utility systems. Coordinates projects with engineers in a variety of disciplines and /or ho with architect. Works with organizations managers, budget personnel, and engineering/architectural authorities to develop and gain approval for proposed facility programs/ projects.

KSAs:
1. General and practical knowledge of engineering concepts, methods, principles, practices, and techniques; familiarity with engineering disciplines (mechanical, electrical, structural, utilities, etc).
2. Knowledge of program planning and budgeting cycles, financial control, and budget systems; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; automated data processing system capabilities and economic usage to effectively accomplish assigned functions.
3. Knowledge of standard contracting regulations, practices, and procedures.
4. Knowledge of analytical and diagnostic methods, procedures, and principles and surveying methods, equipment, and techniques of measurements to identify project requirements.
5. Ability to plan and record site/facility surveys and inspections.
6. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
ADDITIONAL POSITIONS REQUIRMENTS
1. This position requires the employee to occasionally travel away from the normal duty station.
2. The employee must be willing and able to travel on military and commercial aircraft.
3.The employee may be required to work overtime or compensatory lime.
4.The employee is required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
5. Performs other duties as assigned.
6. The work may require the employee to drive a motor vehicle. Must possess an appropriate and valid driver's license.
