Description
ARM Group LLC is seeking a self-driven Project/Construction Manager who carries a dual purpose: serving as an owner's representative on third-party EPC projects and directly managing ARM's own design-build projects as the delivery lead. Across both roles, this position is accountable for distributed-scale energy infrastructure projects ranging from 1 to 10 MW, including solar PV, battery energy storage systems (BESS), and electrical substations, overseeing scope, cost, schedule, quality, and compliance from Notice to Proceed through final turnover to operations.
On owner's representative engagements, this role acts as the client's primary point of accountability for EPC contractor oversight. On ARM design-build projects, this role leads the full project delivery team, coordinating internal engineering, procurement, subcontractors, and field construction and is directly responsible for project outcomes including budget, schedule, and client satisfaction.
This is a full-time position based at one of the following office locations: Hershey, PA, Mechanicsburg, PA, Columbia, MD, Cary, NC or Ashland, VA.
Primary Responsibilities:
Project Delivery - ARM Design-Build Projects
  • Serve as the lead project manager for ARM's own design-build solar or other energy infrastructure projects, owning full delivery accountability from contract execution through client handover.
  • Coordinate internal engineering, procurement, and construction resources across ARM's divisions to execute project scope on time and within budget.
  • Manage subcontractor scopes, contracts, scheduling, and field performance; conduct bid reviews and support subcontractor selection.
  • Maintain the project budget, cost forecasts, and change management log; report financial performance to leadership.
  • Serve as the primary client relationship manager during execution, providing regular progress updates and proactively resolving issues.
  • Ensure design deliverables are issued on schedule and aligned with permit, utility, and construction requirements; manage RFIs and submittals between internal engineering and field teams.

EPC Oversight & Construction Management - Owner's Representative Projects
  • Lead EPC progress, safety, quality, and progress meetings; monitor schedules, critical-path activities, and milestone adherence.
  • Track earned value, production, and installed quantities; drive proactive issue resolution through regular EPC coordination.
  • Validate EPC pay applications and subcontractor invoices against contract terms, unit rates, and milestones; coordinate with Finance on approvals and cash-flow forecasting.
  • Evaluate change order requests for scope, cost, and schedule impact; lead negotiations and process formal amendments in coordination with Engineering, Legal, and Finance.
  • Enforce QA/QC programs and inspection requirements; conduct site audits; verify compliance with permit conditions and regulatory obligations.
  • Oversee manufacturing progress, FAT scheduling, logistics, and delivery; track warranties, serial numbers, and equipment acceptance documentation.
  • Serve as the primary execution-phase utility contact; manage outage requests, testing protocols, and the Energization Readiness Plan through energization sequencing and utility witness requirements.
  • Oversee commissioning schedule and test procedure development; review reports and troubleshooting results; validate functional, performance, and reliability testing.
  • Manage punch list and closure through mechanical, substantial, and final completion; complete final reconciliations, retainage release, and bond closeouts; assemble the full Operations Handover Package and facilitate turnover to O&M and Asset Management.

Requirements
  • Bachelor's degree in Construction Management, Business, or a related field; or equivalent experience in a project delivery or construction management role
  • 5+ years of project or construction management experience on solar PV, BESS, electrical substation, or other energy infrastructure projects, including direct responsibility for either EPC contractor oversight or design-build project delivery
  • Demonstrated experience managing projects in the 1-10 MW / multi-MW range from construction through commissioning
  • Working knowledge of both design-build delivery (managing internal engineering, procurement, and subcontractors) and EPC oversight (owner's representative, contract administration, pay application review, and change order management)
  • Familiarity with at least one of the following project types: solar PV, battery energy storage systems, or medium/high-voltage electrical substations
  • Familiarity with utility interconnection processes, energization prerequisites, and commissioning workflows
  • Proficiency with project scheduling tools (Primavera P6, MS Project, or equivalent) and earned value tracking
  • Strong written and verbal communication skills; ability to represent the owner's interests in contractor negotiations and client-facing settings
  • Ability and willingness to travel to project sites on a regular basis throughout the Mid-Atlantic region including overnight.

Preferred Experience:
  • Experience as an owner's representative or project manager for an IPP, developer, or engineering firm.
  • Familiarity with regional utility interconnection requirements in the Mid-Atlantic.
  • Bachelor's degree in Civil, Electrical, Mechanical, or Construction Engineering, or a PE license.
  • Experience with BESS integration, battery management systems (BMS), and storage commissioning protocols.
  • Experience with medium-voltage substation construction, protection and control (P&C) systems, or substation commissioning.
  • Experience with SCADA commissioning, inverter testing, and AC/DC performance validation for solar PV.
