Summary of Job
Performs routine maintenance and custodial work in the care of buildings and grounds; does related work as required; may be assigned to City Hall, Senior Center, Police Department or other City buildings as required. This position requires someone who will practice discretion and be willing to maintain confidentiality. This is repetitive manual work requiring the efficient performance of building cleaning, grounds keeping duties, and minor building maintenance. Work generally is performed in accordance with established procedures and specific instructions are given on unusual and difficult assignments. Split shifts and movement between buildings may be necessary during the work period.
Responsibilities
  • Must maintain high level of confidentiality and discretion due to high level access to City facilities and possible confidential information
  • Performs custodial / maintenance activities in the upkeep of buildings including occasional repair of broken windows as well as painting tasks
  • Cleans and washes floors, walls, woodwork, windows, blinds, desks, counter tops, light fixtures, chalkboards, and garbage cans
  • Dusts sills, baseboards, desks, pictures and cabinets
  • Cleans and sanitizes restrooms and replenishes supplies
  • Empties waste baskets and other trash
  • Spot cleans, sweeps, dust mops and / or damp mops hard floor surfaces daily as needed
  • Strips and waxes floors
  • Vacuum clean rugs and carpets daily
  • Vacuum furniture and drapes as needed or instructed
  • Deep cleans carpeted areas with carpet extractor or other acceptable procedures
  • Installs window screens and storm windows
  • Cuts grass, trims bushes, applies fertilizers, cleans grounds of litter and other yard work as instructed
  • Removes snow / ice from walks, steps and parking areas using shovels and snow blowers
  • Moves furniture and equipment as required
  • Assists maintenance personnel in repairs to buildings and mechanical equipment
  • Turns lights on and off and secures office space as required
  • Changes light bulbs when flickering or burned out
  • Adjusts thermostats as required
  • Set up rooms for conferences, lectures and special events
  • Hangs paintings, pictures and displays
  • Notifies Supervisor of equipment and facilities needing repair or replacement
  • Must be available for call in as required

Qualifications
Education: High school graduate or GED equivalent or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Experience: Experience in general custodial work and/or a completion of a post high school course on custodial related subjects preferred.
Certifications/Licenses: Must possess a valid Wisconsin Driver's License
Knowledge, Skills, & Abilities
Ability to follow oral and written instructions and the ability to establish and maintain working relationships with the Supervisor and fellow workers. Must have positive work attitude; pleasant personality; ability to get along with difficult people. Must understand and use Material Safety and Data Sheet information as provided by suppliers. Must be willing to work any shift as needed to properly complete desired tasks. Ability to read and interpret documents such as safety rules and procedures, operation and maintenance instructions, Safety Data Sheets, procedure manuals, and product labels; Ability to communicate effectively with fellow staff members and the general public. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to calculate area, volume, and liquid dilution rates. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

The City of Manitowoc is a qualifying Public Service Loan Forgiveness organization.
Non-represented positions are governed by the Employee Policy Manual. Employees in Non-represented positions are at will employees.
POSITION: This is a Non-represented hourly position.
EXTENDED LEAVE: Full time employees will be granted 10 days of extended leave per calendar year. Extended leave is pro-rated the first year of employment. If an employee is absent for four or more consecutive days, extended leave may be used for the fourth day and any subsequent consecutive days. Extended leave may be used for absences which qualify as FMLA.
SICK LEAVE: Non-represented, full-time employees, who are active as of January 1 annually, will be provided with 24 hours of sick leave which may be used each calendar year to address their own personal health care needs or the health care needs of a spouse or an immediate family member who resides primarily with and is primarily dependent on the employee for care and support. Part-time employees working at least 20 hours per week, will receive 12 hours of sick leave.
PERSONAL/BIRTHDAY: Full-time employees are provided 8 hours paid time off for their birthday. The day off must be used during the calendar year.
HOLIDAYS: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, day after Thanksgiving, work day before Christmas, Christmas Day and New Year's Eve.
PTO: 80 hours of PTO will be available to use after 30 days of employment

After 1 year of service 120 hrs (4.62 hours per pay period)
After 4 years of service 136 hrs (5.23 hours per pay period)
After 7 years of service 160 hrs (6.15 hours per pay period)
After 10 years of service 168 hrs (6.46 hours per pay period)
After 11 years of service 176 hrs (6.77 hours per pay period)
After 12 years of service 184 hrs (7.08 hours per pay period)
After 13 years of service 192 hrs (7.38 hours per pay period)
After 14 years of service 200 hrs (7.69 hours per pay period)
After 19 years of service 240 hrs (9.23 hours per pay period)
After 21 years of service 248 hrs (9.54 hours per pay period)
Personal time off will accrue and become available on a pro-rata basis each payroll cycle.
HEALTH INSURANCE: Medical (with a HSA), Prescription, Dental, & Vision plans. Manty Health and Wellness Clinic. Insurance begins the first day of the next month following 30 days of employment.
LIFE INSURANCE: Offered through the Wisconsin Retirement System. Employee pays first month's premium, employer pays remaining 11 months. Coverage is equal to employee's annual salary to next $1,000. Additional coverage available at employee's expense.
WISCONSIN RETIREMENT SYSTEM: Begins immediately upon employment. Employer pays employer's share of employee's salary. The employee contributes the employee's share of the employee's salary.
HEALTH SAVINGS ACCOUNT: Allows employee to set aside pre-tax deductions for medical expenses.
FLEXIBLE BENEFITS PLAN: Allows employee to set aside pre-tax deductions for dependent child care.
PHYSICAL EXAM and DRUG TEST and BACKGROUND CHECK: Required of all newly hired employees, paid for by the City.
MISCELLANEOUS BENEFITS: Tuition reimbursement, short-term and long-term disability, accident insurance, critical illness insurance, Employee Assistance Program, deferred compensation plans for additional retirement savings, and Edvest-College savings plan.
