Job Description:
Manage and administer the state certification program in accordance with state statutes, administrative rules, and agency policies.
Develop, implement, and maintain policies, procedures, and internal controls governing certification and professional standards.
Maintain accurate certification records and ensure data integrity within agency record management systems. Continuously gather, analyze, and organize proofs of compliance to document policy adherence. Conduct inspections and internal audits of high-liability areas (e.g., property/evidence room, use-of-force reports, etc.) to ensure ongoing compliance.
Coordinate, manage, and prepare all materials for annual reviews and multi-year on-site assessments. Supervise assigned personnel, including establishing performance expectations, conducting evaluations, coaching employees, and addressing performance issues when applicable
Under broad supervision, investigate alleged or suspected violations of federal, state, or local laws, rules and regulations to determine if evidence is sufficient for prosecution.
Conduct criminal and administrative interviews.
Follow appropriate laws, guidelines, and policies in maintaining the chain of custody for evidence.
Collect, review and evaluate the necessary documents to identify and investigate fraud.
Obtain and execute search warrants and arrest warrants.
Prepare thorough and accurate case reports for all investigative activities in a timely manner.
Present accurate courtroom testimony using proper courtroom demeanor.
Maintain assigned equipment based on Department policy and standards.
Maintain P.O.S.T. Certification and a valid driver's license; complete mandatory in-service training required each year; and fulfill firearms qualifications annually.
Attend advanced law enforcement and investigative training.
Travel to counties within assigned territory or throughout state as necessary.
Occasional overnight travel required.
Competencies Needed
  • Consistently demonstrate honest, professional and ethical conduct.
  • Excellent written and verbal communication skills.
  • Knowledge of applicable federal, state, and local criminal laws, rules of evidence, and constitutional protections.
  • Knowledge of the principles, practices, and techniques of criminal investigations, including evidence preservation and chain of custody.
  • Ability to plan, organize and prioritize criminal investigations, gather and analyze data, write detailed and accurate investigative reports and prepare case files for prosecution.

Minimum Qualifications
Bachelor's degree in a related field from an accredited college or university, Georgia P.O.S.T. certification, and two (2) years of related experience.
OR
Georgia P.O.S.T. certification and four (4) years of experience in law enforcement or related field.
OR
Georgia P.O.S.T. certification and one (1) year of experience required at the lower-level Criminal Investigator 2 (PSP091) or position equivalent.
Preferred Qualifications
Two (2) years' experience assigned to a Certification Manager role within a law enforcement agency
OR
Four (4) years' experience as a Criminal Investigator 2 within the Georgia Department of Driver Services.
