This is a client-facing technical leadership role requiring an individual who can lead development efforts, collaborate directly with federal stakeholders, mentor engineering teams, and deliver scalable enterprise solutions in a Federal Government environment.

The ideal candidate combines hands-on software development with technical leadership, solution design, stakeholder communication, and Agile delivery.

Key Responsibilities

  • Design, develop, and maintain enterprise full-stack applications using React, Java, and Spring Boot.
  • Build responsive, accessible, and user-friendly web applications using React, JavaScript, TypeScript, HTML5, and CSS3.
  • Develop scalable RESTful APIs and microservices using Spring Boot.
  • Design, optimize, and support SQL and NoSQL databases including MongoDB.
  • Deploy, monitor, and support cloud-native applications in Microsoft Azure.
  • Design and maintain CI/CD pipelines supporting automated testing, deployment, and release management.
  • Utilize GitHub and GitLab for source control, code reviews, branching strategies, and collaborative development.
  • Participate in application architecture, technical design, and technology selection discussions.
  • Troubleshoot complex production issues and implement performance and scalability improvements.
  • Follow secure software development practices and federal compliance requirements throughout the SDLC.

Leadership Responsibilities

  • Provide technical leadership and guidance to development teams throughout the project lifecycle.
  • Mentor junior and mid-level developers by conducting code reviews, sharing best practices, and promoting engineering excellence.
  • Lead technical discussions, design sessions, and solution reviews with internal teams and client stakeholders.
  • Drive implementation of software engineering standards, coding best practices, and architectural consistency.
  • Coordinate development activities across cross-functional teams to ensure timely delivery of project milestones.
  • Assist project leadership with technical planning, effort estimation, risk identification, and issue resolution.
  • Support continuous improvement initiatives across development, DevOps, and Agile processes.

Client-Facing Responsibilities

  • Serve as a primary technical point of contact for federal client stakeholders.
  • Participate in client meetings, technical reviews, sprint demonstrations, and solution presentations.
  • Gather and clarify technical and business requirements directly with customer representatives.
  • Translate business requirements into scalable technical solutions.
  • Communicate project status, technical risks, dependencies, and recommendations effectively to both technical and non-technical audiences.
  • Build trusted relationships with client stakeholders while maintaining a high level of professionalism.

Required Skills

  • 8+ years of professional software development experience.
  • Strong proficiency in React, JavaScript, TypeScript, HTML5, and CSS3.
  • Extensive experience with Java, Spring Framework, Spring Boot, and Microservices Architecture.
  • Experience developing and consuming RESTful APIs.
  • Strong experience with SQL databases (Oracle, PostgreSQL, SQL Server, or MySQL).
  • Hands-on experience with MongoDB or other NoSQL databases.
  • Experience with GitHub and GitLab.
  • Experience designing and maintaining CI/CD pipelines.
  • Experience working with Microsoft Azure cloud services.
  • Experience with Docker and Kubernetes.
  • Strong understanding of Agile/Scrum methodologies.
  • Demonstrated experience leading development teams or serving as a technical lead on enterprise application projects.
  • Excellent communication, presentation, leadership, and stakeholder management skills.
  • Ability to interact confidently with government clients, project managers, architects, and executive stakeholders.

Required Government Experience

  • Prior experience supporting U.S. Federal Government agencies or federal contractors.
  • Experience working directly with government clients in a client-facing capacity.
  • Ability to obtain and maintain a security clearance.

Preferred Qualifications

  • Experience with Azure DevOps.
  • Experience deploying containerized applications using Docker and Kubernetes.
  • Knowledge of secure software development, cybersecurity best practices, and federal compliance frameworks.
  • Active or previously held Secret, Top Secret (TS), or TS/SCI clearance preferred.
  • Experience supporting the Department of Health and Human Services (HHS), Administration for Children and Families (ACF), or other federal civilian agencies.
  • Experience leading technical teams within Agile software development environments.
