Position Description:

Manages Health and Insurance summary pages and ensures the integration of Single Sign-On (SSO) applications for better customer experience. Leads agile methodologies, including Scrum, Kanban, and Scrum@Scale, ensuring alignment with strategic goals. Performs Program Increment (PI) planning, develops PI objectives, and tracks the execution of features using tools -- Jira Align, Confluence, and MIRO. Mentors teams on best practices, manages dependencies, and handles incident management using tools -- SPLUNK, POSTMAN, and SOAPUI. Updates software or enhances existing software capabilities. Works with computer hardware engineers to integrate hardware and software systems, and develop specifications and performance requirements.

Primary Responsibilities:

  • Plans, executes, and manages information technology projects.
  • Acts as a technical delivery lead and liaises between various stakeholders (Product Owners, architects, directors, developers, and quality assurance engineers) across multiple teams (front-end, Web services, and back-end databases).
  • Manages complex systems and applications while adhering to strict security and compliance standards.
  • Oversees the designing and implementing of healthcare enrollment workflows and life event experience features.
  • Ensures successful deployments, manages risks, and tracks the progress of projects through various tools, while continuously identifying areas for improvement.
  • Collaborates with senior leadership on project priorities, builds strong relationships with internal and external partners, and ensures compliance with data privacy and security standards.
  • Oversees the implementation of new technologies.
  • Ensures all IT projects meet their objectives and are delivered to clients in a timely manner.
  • Mentors and guides production support teams, defines technical requirements with architects, and leads conversations on technical solutions.
  • Fosters strong communication across business and technical teams.
  • Researches, designs, and develops computer and network software or specialized utility programs.
  • Analyzes user needs and develops software solutions, applies principles and techniques of computer science, engineering, and mathematical analysis.
  • Identifies and acquires talent needs, resource planning, and talent allocation in the healthcare organization.
  • Leads, coaches, and mentors engineers and teams.

Education and Experience:

Bachelor's degree in Computer Science, Engineering, Information Technology, Information Systems, or a closely related field (or foreign education equivalent) and six (6) years of experience as a Director, IT Project Management (or closely related occupation) designing and implementing healthcare applications in a healthcare technology environment, using Java/J2EE or Angular.

Or, alternatively, Master's degree in Computer Science, Engineering, Information Technology, Information Systems, or a closely related field (or foreign education equivalent) and four (4) years of experience as a Director, IT Project Management (or closely related occupation) designing and implementing healthcare applications in a healthcare technology environment, using Java/J2EE or Angular.

  • Demonstrated Expertise ("DE") performing Agile coaching, training, and mentoring in a healthcare technology environment, using Scrum, Kanban, Scrum@Scale, Jira, Jira Align, Mural, Confluence, and Agility Health; coaching squads of several teams (internal and external) throughout an Agile transformation -- coaching strategies and design, planning rollouts, tracking progress, and developing and supporting key healthcare products and platform -- using Scrum@Scale model; and performing Quarterly Planning events (dependency and risk management) by setting up and using tools that follow Agile methodologies -- SAFe, Scrum, Kanban, and Scrum@Scale.
  • DE supporting application development teams developing client-facing healthcare Web applications, using front-end (Node JS, JSON, SAAS, and Angular) and back-end applications (Java/J2EE, Apache Camel, Restful Web services, GraphQL, and JavaScript); creating, editing, and receiving SDL content through server-side orchestration frameworks, using Apache Camel; integrating personalized static content into healthcare Web applications, using Apache Camel; and creating SDL solutions to meet business requirements by delivering content to clients without code changes or installations.
  • DE supporting application development teams, architects, and DevOps teams to prioritize, plan, and implement a Continuous Integration/Continuous Delivery (CI/CD) model across healthcare applications, by enhancing Sonar code unit test coverage; simplifying and standardizing production code using trunk-based development; migrating applications to Amazon Web Services (AWS) Amazon Elastic Compute (ECS) and Amazon Elastic Kubernetes Service (EKS), using a Blue Green code deployment strategy; and partnering with product owners and stakeholders to prioritize and plan for technology lifecycle maintenance and security findings across cross functional and cross organizational teams.
  • DE performing end-to-end functioning of Agile portfolio tools -- Workforce Connect, Workday, Fieldglass, Jira, Jira Align, Transparency, and Financials -- and implementing within the organization in alignment with Strategic Objectives (PI objectives, schedules, resources, quality control, and release management plans), using Jira Align, Jira, Confluence, and MURAL; tracking the execution of features and capabilities using standard Scaled Agile measurement domains -- outcomes, flow, and competency; managing dependencies and risks to ensure seamless delivery of development products; and performing release management activities for cross functional and cross organizational development and production support teams.
