Position Overview

Join the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) as a Labor Relations Administrator, where you will serve as the agency’s lead labor relations expert, advising executive leadership on collective bargaining agreements, employee relations, workplace investigations, grievance resolution, contract administration, and labor-management negotiations. This highly visible role offers the opportunity to influence workforce strategy, represent the agency in formal proceedings, and collaborate with leaders across the organization to ensure compliance, strengthen labor-management partnerships, and support IEMA-OHS’s critical public safety mission. Essential Functions
  • Serves as the Labor Relations Administrator for the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) implementing policies and procedures for the agency Labor Relations Office.
  • Establishes, fosters, and maintains effective working relationships with IEMA-OHS Senior Leadership, managers, supervisors, and external business partners in the administration of CBAs and employee relations programs.
  • Serves as agency representative in grievance meetings, labor management meetings, Civil Service Commission (CSC) hearings and various other meetings with appropriate union representatives.
  • Serves as the contract manager for agency contracts.
  • Participates with CMS External Labor Relations to provide training regarding the implementation and administration of various contracts.
  • Reviews position descriptions and prepares bargaining unit exclusion surveys.
  • Collaborates with the Chief Human Resources Officer in the preparation of strike plans and layoff packages.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college, preferably with courses in business administration, public administration, human resources or labor relations.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in labor relations or similar field of study in a public or business organization.
Preferred Qualifications
  • Prefers two (2) years of experience implementing labor relations policies and procedures in a public sector organization.
  • Prefers two (2) years of experience serving as a resource to management in the administration of various labor contracts and/or providing interpretations of the various contractual agreements to managers and supervisors.
  • Prefers two (2) years of experience serving in a liaison or representative capacity in contract negotiations, labor management meetings, supplemental negotiations, Civil Service Commission (CSC) hearings and various other negotiations with appropriate union representatives.
  • Prefers two (2) years of direct experience with internal administrative investigatory practices.
  • Prefers Two (2) years of experience participating in Master Negotiations and Supplemental Negotiation.
  • Prefers Two (2) years of experience working with Microsoft Suite Products, Human Capital Management (HCM) processes, and Case Management Systems.
  • Prefers Two (2) years of experience preparing personnel contingency plans.
  • Prefers One (1) year of experience reviewing position descriptions and preparing bargaining unit exclusion surveys.
  • Prefers One (1) year of experience preparing layoff packages.
Conditions of Employment
  • Requires ability to pass an agency required background check through the Illinois State Police.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.

Agency Statement:  Are you ready to make a difference in the lives of others? The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is a team of dedicated public servants who are committed to better preparing the State of Illinois for natural, manmade, or technological disasters, hazards, or acts of terrorism. IEMA-OHS coordinates the State's disaster mitigation, preparedness, response and recovery programs and activities, functions as the State Emergency Response Commission, and maintains a 24-hour Communication Center and State Emergency Operations Center (SEOC). The SEOC acts as lead in crisis/consequence management response and operations to notify, activate, deploy and employ state resources in response to any threat or act of terrorism. IEMA-OHS assists local governments with multi-hazard emergency operations plans and maintains the Illinois Emergency Operations Plan. IEMA-OHS is also responsible for protecting Illinois residents from the potentially harmful effects of ionizing radiation, administering more than two dozen programs to protect citizens and the environment. Programs include extensive emergency planning and response efforts and training for local responders for accidents involving radiation; inspecting and regulating radioactive materials licensees; registering and inspecting radiation producing equipment and facilities statewide; accrediting medical radiation technologists; and certifying mammography facilities. IEMA-OHS also monitors 11 nuclear power reactors at six nuclear stations licensed to generate electricity in Illinois and inspects and escorts spent nuclear fuel shipments.
