Job description

Duties - Performs work planning responsibilities. Plans on a weekly or monthly basis the use of subordinate workers, equipment, facilities, and materials in the Operations Element of the Fuels Management Flight. - Performs work direction responsibilities. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes - Performs administration responsibilities. Requirements Conditions of employment * U.S. Citizenship Required * Males must be registered for Selective Service, see www.sss.gov * This posn is subject to provisions of the DoD Priority Placement Program * Disclosure of Political Appointments * Direct Deposit: All federal employees are required to have direct deposit. * The work may require the employee to drive a motor vehicle. * A state issued Class B (minimum) Commercial Driver's License (CDL), with hazardous material and tanker endorsements is required for this position. Employee must obtain the CDL with endorsements, within one year of employment. * Often strenuous and laborious, e.g., climbing ad descending ladders to heights of forty feet, lifting hoses and couplers weighing fifty pounds, moving about on uneven and slippery surfaces. * Exposed to all kinds of weather, to the danger of explosion, fire, toxic fumes and smoke from fuels. Work is among moving aircraft, vehicles and machinery. * May be required to work multiple shifts to include shift work, weekends, holidays and overtime. Subject to recall on other shifts and work extended hours. * This position is designated by the Air Force (AF) as a testing designated position under the AF Civilian Drug Testing Program. Incumbent is subject to random drug testing. * Must be able to obtain and maintain a Secret security clearance. * Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period. * Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. Qualifications In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5400 Industrial Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a FUEL DISTRIBUTION SYSTEM WORKER SUPERVISOR without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Knowledge of a wide range of principles, processes, and techniques of trade( s) and/ or craft( s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment. * Knowledge of safety regulations, practices, and procedures. Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and /or test equipment common to trades supervised. * Ability to plan and organize work assignments to include determining resources required to accomplish mission. Ability to communicate effectively, both orally and in writing. * Knowledge of the operation of one or several complex workstations in fuel storage and distribution systems. Knowledge of methods used in the load, unload, transfer, and storage of liquid fuels and cryogenic products. * Knowledge of the methods used to gauge tanks before, during, and at the end of fuel operations. Skill in manipulating numerous controls to properly regulate the flow of liquids in a safe and efficient manner. * Skill in operating various types of pumps and other fuel distribution equipment. Skill in performing routine operator maintenance and minor repair of items such as tanks, pumps, motors, and valves. PHYSICAL EFFORT: Often strenuous and laborious, e.g., climbing ad descending ladders to heights of forty feet, lifting hoses and couplers weighing fifty pounds, moving about on uneven and slippery surfaces. WORKING CONDITIONS: Exposed to all kinds of weather, to the danger of explosion, fire, toxic fumes and smoke from fuels. Work is among moving aircraft, vehicles and machinery. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
