Job description

As a Facility Security Officer, you will be responsible for the day-to-day security and operations of our Germantown, MD Headquarters and staff. This position includes but is not limited to: Security and business operations functions: facility, trade compliance, and onsite leadership. The FSO interprets, implements, and maintains a highly effective security program consistent with all regulatory, and government policies and provides supplemental guidance to the business and its leaders. The FSO is responsible for all aspects of the National Industrial Security Program (NISP), both physical and non-tangible, protecting classified information and company assets. The FSO sees the overall security program as a business discriminator to the organization and the corporation. The FSO objectively and professionally conducts investigations regarding sensitive issues and violations of written policies internal and external to the organization. FSO will issue disciplinary guidance based on the graduated scale of disciplinary action as required by the 32 CFR.

The position is based in Germantown, MD.

YOUR WORK AT MAXTENA WILL INCLUDE:


  • Serve as the Facility Security Officer, and responsible for the overall industrial security program.

  • Process new employee security clearances.

  • Track security clearance investigations and perform administrative support functions to include DISS and eQIP administration.

  • Review of required forms, process and screen of security forms (SF86) of various background investigations, and associated paperwork for accuracy.

  • Provide security briefings, debriefings, and awareness training for site personnel.

  • Process necessary badge requests for Maxtena's employees.

  • Processing outgoing and incoming visit requests and certifications.

  • Review the details and requirements issued in formal DD254 contracts.

  • Implement security policy and direction consistent with the Company and Government regulations.

  • Provide answers/analysis to address questions and concerns from management.

  • Maintain the security database of classified holdings

  • Conduct the NISP annual inspections and DCSA security assessments.

  • Daily on-site Operations for facility.

  • NISPOM Compliance.

  • Use an analytical and risk-management based approach for the implementation of the security program.

  • Provide briefings through public speaking, facilitated training, and written guidance.

  • Process and protect personally identifiable information (PII) and other sensitive, personal information with regard to reporting responsibilities in a professional manner.

  • Effectively apply physical and procedural security measures with minimal impact on business operations.

  • Prepare, maintain, and protect official records auditable by U.S. Government representatives.

  • Ensure the facility maintains a DCSA satisfactory rating by adherence to the NISPOM policies and best practices and other government requirements.

  • Asset Protection.

  • Maintain, audit, and evaluate industrial security programs to provide a safe and secure environment to protect employees and company assets.

  • Oversee automated access control and intrusion detection systems.

  • Manage access of support vendors, consultants, and contractors to the facility.

  • Team with and formalize security programs with other organizations, especially Export Control, Facilities, and Information Technology.

  • Interact with functional business groups, senior management, and government representatives.

  • Represent the business unit when interacting with senior Maxtena executives, site management, and government representatives on security and asset protection issues.

  • Use team-concept approach as part of NISP review in response to information requests.

  • Liaison with local and federal law enforcement, federal investigators, and emergency response personnel.

  • Interpret and administer existing policies and develop, document, implement, and communicate revisions to existing policies or new policies, processes, and procedures Education & Training.

  • Develop educational programs and preside over training sessions for all employees with regard to security.

  • Provide continuing education and training programs such as briefings and newsletters.

  • Manage foreign travel safety and reporting program.

  • Produce and conduct monthly departmental briefings.

REQUIREMENTS:


  • Must be a U.S. Citizen with an active Top Secret security clearance

  • Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, a minimum of 13 years of prior related experience.

  • FSO Program Management for Possessing Facilities certification.

  • Experience with implementing ICD 705 and with CNSSAM Tempest/01-13.

  • Experience supporting/managing compartmented programs is highly desirable.

  • Experience building secure facilities from the ground up.

PREFERRED ADDITIONAL SKILLS:

  • Professional certifications (e.g. ISP, Security+, etc.) preferred.
  • Experience with COMSEC duties.
  • Experience with NISPOM and other Government directives/policies with a proven, sustained history of an effective security program.
  • Experience with the US Government system of record DISS (previous experience with JPAS+) and contractor information management systems
