Job Requisition: Facility Security Officer (FSO)
Location: Palm Bay, FL
Clearance Requirement: Active Top Secret

Position Summary

Seeking a skilled Facility Security Officer (FSO) to lead our Industrial Security Program and serve as the primary contact with the Defense Counterintelligence and Security Agency (DCSA). The FSO is responsible for ensuring compliance with federal security requirements, overseeing personnel and physical security, managing classified information, and supporting Contractor Special Security Officer (CSSO) duties for Special Access Programs (SAP) as needed.

Essential Duties and Responsibilities

FSO Responsibilities:

  • Ensure full compliance with NISPOM (32 CFR Part 117) and other federal regulations.
  • Manage personnel security clearances via DISS/NBIS and eQIP, including onboarding, briefings, debriefings, and continuous vetting.
  • Maintain Facility Security Clearance (FCL) and support Key Management Personnel (KMP) requirements.
  • Oversee classified material receipt, storage, transmission, and destruction, keeping accurate accountability records.
  • Administer physical security systems: access control, alarms, and secure storage areas.
  • Prepare, issue, and maintain DD Form 254 for contracts and subcontracts.
  • Conduct annual self-inspections and prepare for DCSA vulnerability assessments.
  • Develop and deliver security training-initial briefings, annual refreshers, and insider threat awareness.
  • Report security incidents, suspicious contacts, and foreign travel per guidelines.
  • Industrial Security Professional (ISP) or ASIS Certified Protection Professional (CPP) certification.

 

Support CSSO (Alternate) Responsibilities:

  • Ensure compliance with DoD SAP and Intelligence Community requirements.
  • Support SOP, OPSEC plans, Program Protection Plans (P2), and transportation plans.
  • Assist with classified accountability, Top Secret control, and documentation for DD254s.
  • Investigate and document security incidents, implement corrective actions, and provide follow-up training.
  • Participate in program/staff meetings and teleconferences as needed.
  • Perform additional duties in partnership with the CSSO as assigned.

Qualifications

  • U.S. Citizenship required.
  • Active Top Secret clearance with SAP/SCI eligibility.
  • Minimum 3 years as FSO or Alternate FSO in the defense industry.
  • Bachelor's degree preferred, or equivalent security experience.
  • Completion of DCSA STEPP FSO Program Management Curriculum.
  • Strong experience with DISS, NBIS, NISS, and eQIP.
  • In-depth understanding of NISPOM, FOCI, ITAR, and related government standards.

Preferred Skill:

  • COMSEC Custodian or Insider Threat Program Officer (ITPSO) experience.

Key Competencies

  • Strong judgment and ability to work independently and within compliance frameworks.
  • Skill in interpreting policy and developing effective security plans.
  • Excellent written and verbal communication.
  • Ability to manage complex or sensitive communication situations.

Physical Demands / Work Environment

  • Onsite position.
  • Ability to stand, bend, and move throughout the facility during audits and inspections.
  • Occasional travel (~5%) may be required.

Pay Information

Full-Time Salary Range: $89,000 to $100,000
