Journeyman Web Developer (SharePoint/Knowledge Management
Focus)
1. Labor Category Description
The Journeyman Web Developer is a skilled developer and content specialist responsible for
designing, developing, deploying, and maintaining solutions within the organization's SharePoint
environment to support knowledge management and business process automation. Working
under the general guidance of senior developers or project managers, this individual translates
business requirements into functional and user-friendly collaboration sites, workflows, and
applications. They leverage a combination of out-of-the-box SharePoint features, low-code tools
like the Power Platform, and custom web development techniques (HTML, CSS, JavaScript) to
create and manage effective digital workspaces and information hubs.


2. Typical Task List
SharePoint Site and Solution Development:
Design, build, and configure SharePoint communication and team sites, using site
templates, custom page layouts, and web parts.
Develop and implement site architecture, including navigation, libraries, lists,
content types, and metadata schemas to support effective knowledge
management.
Customize the look and feel of SharePoint sites to align with organizational
branding and improve user experience, utilizing HTML, CSS, and JavaScript
where necessary.
Develop and deploy custom client-side solutions using the SharePoint Framework
(SPFx) for web parts and extensions.


Business Process Automation and Forms:
Analyze business processes and develop automated solutions using Power
Automate (Flow) to streamline tasks such as document approvals, notifications,
and data transfers.
Create and customize forms using Power Apps to digitize manual data entry
processes and create rich user interfaces for SharePoint lists.
Integrate SharePoint with other Microsoft 365 services and external data sources
using Power Platform connectors.


Content and Knowledge Management:
Serve as a technical resource for site content managers, providing guidance on
best practices for organizing and maintaining information.
Implement and manage SharePoint search configurations, including result sources
and promoted results, to improve the findability of information.
Assist with the migration of content from legacy file shares or older platforms
into the SharePoint Online environment.


Maintenance and User Support:
Provide Tier 2/3 technical support for SharePoint-related issues, including
troubleshooting custom solutions, workflow errors, and permission problems.
Manage site permissions and security groups to ensure information is
appropriately protected.
Monitor the health and performance of custom solutions and workflows,
performing maintenance and updates as needed.


3. Minimum Qualifications / Requirements
Experience:
A minimum of three (3) to five (5) years of experience in web development or
application development.
At least two (2) years of this experience must be focused on developing and
administering solutions within a Microsoft SharePoint environment (SharePoint
Online preferred).
Demonstrated experience building workflows and forms using Microsoft Power
Platform (Power Automate, Power Apps).


Certifications (Computing Environment - Desired):
Relevant Microsoft certifications are highly desired. Examples include:
Microsoft Certified: Power Platform App Maker Associate
Microsoft 365 Certified: Developer Associate


Security Clearance:
Must be able to obtain and maintain DoW Security Clearance


Technical Skills:
Proficiency in SharePoint Online site building and administration.
Strong hands-on experience with Power Automate and Power Apps.
Solid understanding of front-end web technologies: HTML5, CSS3, and
JavaScript.
Familiarity with a client-side scripting framework (e.g., React) is a plus,
particularly for SharePoint Framework (SPFx) development.
Knowledge of SharePoint permissions, content types, and metadata management.
Excellent problem-solving and communication skills.
