Job Description
Summary Description: Under direction of the supervisor, Division of Facilities Management, provides leadership, coordination, and oversight for all capital construction contracts and procurement. Responsible for the procurement and administration of capital construction contracts, including the development of bid solicitation, Statements of Work (SOWS), notices to proceed, contract terms, vendor pre-qualification, as well as developing and implementing regulations and procedures related to the construction procurement and funding process. Ensures compliance with local, state, and federal procurement, regulations, funding requirements, and the Montgomery County Public Schools budget guidelines. Collaborates with school leaders, administrators, and central office departments to identify procurement needs, provides guidance on purchasing procedures, and supports successful project delivery. Leads vendor and contractor relationship management, negotiates contract terms, and promotes transparent professional partnerships. Responsible for coordinating and tracking capital projects specific to procurement and administration of capital construction contracts. Works independently to prepare recommendations and fiscal impact information for the Deputy of the Division of Facilities Management, Executive Staff, and the superintendent of schools. Performs more difficult and complex assignments and exercises considerable independent judgment and initiative in recommending planning and budgetary strategies to the Deputy and Executive Staff. Nature of the work requires extensive interaction with Executive Staff, County Council and county executive offices, state officials, MCPS management personnel, school staff, and the public. Physical Demands: As required by the duties and responsibilities of the job. Special Requirements: Ability to work a flexible schedule in order to attend Board of Education, County Council, and state agency meetings, as well as Parent Teacher Association and community meetings and respond to other division needs.
Knowledge Skills Abilities: Thorough knowledge of a wide variety of material, equipment, professional services, construction-related services, and real estate management services necessary for the efficient and effective operation of the Department of Planning and Construction and Real Estate Management within a public school system. Considerable knowledge of the laws, customs, processes, and procedures involved in construction procurement, capital project contracting, facility-related procurements, and other procurement activities supporting planning, construction, and real estate operations. Ability to write/review clear Request for Proposal (RFP) bid specifications for all types of goods and services required by MCPS to enhance competition, to test materials, and to evaluate and analyze all offerings submitted by suppliers to ensure bid specifications and objectives are met. Considerable knowledge of public administration principles and practices, with emphasis on budget concepts and organizational systems, practices and procedures, and management analysis techniques. Ability to analyze complex organizational procedures and recommend solutions and scenarios for budgetary problems. Demonstrated ability to analyze complex problems and to prepare effective reports and correspondence. Ability to work effectively with other MCPS departments and stakeholders. Thorough knowledge of public participation processes. Understanding of MCPS organization, operations, goals, and priorities. Good user knowledge of computerized information systems. Excellent communication and interpersonal skills. Knowledge of or ability to quickly learn and apply the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS). Education Training Experience: Graduation from an accredited college or university with a major in public or business administration or related field. Master?s degree in public or business administration or related field desirable. Considerable experience in construction procurement and contract administration. Considerable responsible work in public sector planning, budget preparation, capital improvement program, and administration. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: Must possess or obtain certification as a Certified Professional Public Buyer (CPPB) within 6 months of eligibility.
