.Net Developer HBITS-08-14988
DURATION: 24 Months
LOCATION: Albany, NY – Hybrid
This position will work on the modernization of the OCFS Criminal History Review System (CHRS) application. CHRS is a mission critical application, which interfaces with other agency applications: Finger Information Processing System (FIPS) which interfaces with Division of Criminal Justice Services (DCJS), National Sex Offender Registry, and are required to process provider background checks.  CHRS is used by Bureau of Clearances and Records to process the arrest and criminal history of all NYS applicants requesting a position in Child Care or individuals requesting to become a foster or adoptive parent, within NYS.  This includes anyone over the age of 18 residing in the households of Foster or Adoptive Parent Applicants or a Family or Group Family Child Day Care Home Applicant. CHRS also maintains electronic records for volunteer Mentoring agencies that seeks to create mentor/mentee relationships for children.    
Qualifications
  • Systems Developer- Develops and implements applications and programs for the backend processing systems used in businesses and organizations.                                          
  • Expert- 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.            
  • 84 months experience developing and implementing multi-tier .NET applications leveraging ASP.NET (4.0 & above) MVC design pattern.                                         
  • 84 months experience with Service Oriented Architecture (SOA) application integration including development of secure .NET web-services using Windows Communication Foundation (WCF) and SOAP/Restful APIs.
  • 84 months experience in Oracle designing relational databases, data modelling & deployment of SQL objects, PL/SQL coding and debugging, creating XML type stored procedures & packages, writing & testing complex SQL queries.            
  • 72 months experience designing, developing, and deploying .NET Core web applications using C# code                                 
  • 72 months experience developing and implementing tiered  .NET applications leveraging ASP.NET,  ASPOSE, HTML5, AJAX, JavaScript, jQuery, Bootstrap and Cascading Style Sheet to build responsive user interfaces                                      
  • 60 months experience using CI/CD tools like Azure DevOps performing tasks such as automated builds, writing build & release pipelines and creating work items.                  
  • Bachelor’s degree - in Computer Science related field                                                                    
Day-to-Day tasks                                            
  • Perform development, reporting, testing, and implementation activities for CHRS
  • Apply advanced expertise in .NET technologies (ASP.NET MVC, .NET Core) and Oracle
  • Gather requirements from users and translate business needs into technical solutions
  • Analyze, design, and author detailed technical specifications for programs and processes
  • Optimize application performance, including database queries and backend processing
  • Collaborate with cross-functional teams, including business analysts, QA, and infrastructure teams
  • Consolidate testing efforts by designing and executing test strategies, performing unit/integration/regression testing, supporting UAT, and identifying and resolving defects.
