Position Summary:
MTA, New York City Transit (NYCT), Department of Security is looking for talented, ambitious and team oriented candidates to join in the Bus Fare Enforcement /  EAGLE Team fulfill its core function of moving passengers by protecting the assets of the agency and providing a secure environment for all who work in, visit or use the New York City Transit System.
The mission of the Fare Enforcement Unit is to ensure the correct and timely payment of fares by customers using New York City Transit buses.  The Fare Enforcement Unit will respond to address fare evasion activity on designated bus routes throughout the New York City Transit system.  The mission of the Vandalism Squad is to protect and prevent incidents of vandalism and graffiti in train yards, lay-up areas, bus depots, parking areas and other facilities of New York City Transit which could be exploited by criminals and terrorists.
Responsibilities include but are not limited to:
  • Study and analyst incident data related to etching and graffiti vandalism.
  • Conduct site investigation and assist with developing tactical plans to combat vandalism.
  • Patrol train yards, lay-up areas and bus depots.
  • Utilize assigned electronic devices and technology to enforce Tap and Go - Proof of Payment on Transit property
  • Utilize the latest technology, capable of issuing Notice of Violations electronically.  
  • Check the validity of customers' receipts on NYC Transit revenue vehicles to ensure payment is made in accordance with existing fare policies.
  • Perform surveillance of people who board NYC Transit revenue vehicles without paying a full fare.
  • Issue summonses to fare evaders and exercise resilience and de-escalation techniques with agitated customers who may have violated fare policy.
  • Investigate alleged violations of fare enforcement.
  • Participate in the monitoring and coordinating activities of team members and assist them as necessary.
  • Participate in the coordination of fare evasion activities with personnel from other MTA NYC Transit departments and members of the New York City Police Department.
  • Testify at hearings and in court regarding the details of summonses issued.
  • Provide route and fare-related information to customers and assist and instruct them to use fare receipt issuance machines.
  • Read, interpret and follow special written instructions and directives.
  • Record daily actions in memo books and prepare reports.
  • Perform special assignments as needed.
  • Operate a non-revenue vehicle.
  • Work as a team and take turns driving a NYC Transit vehicle.
  • Retrieve video, install, test, maintain, and repair Department of Security Deployable Cameras, video recording equipment, network equipment (routers, switches, servers, etc.), PCs, digital video recorders, network video recorders, wireless CCTV equipment throughout New York City Transit property. 
  • Conduct video investigations by reviewing electronic media for incidents occurring on NYCT property.
 
The selected candidates will be required to work flexible hours, including nights, holidays and weekends and as well as working outdoors in all weather conditions.  In addition, incumbents will be required to work in bus depots, train yards, subway tunnels and at other Agency facilities. Candidates must have two years of full-time experience as an investigator, of which one year must have been as an investigator in the field.
Education and Experience:
1. A four-year high school diploma or its educational equivalent and two years of full-time experience as an investigator, of which one year must have been as an investigator in the field; or
2. Education and/or experience equivalent to "1" above.
Desired Skills
  • Five years in Security, Military is preferred.
  • Knowledge and experience relating to the enforcement of fare evasion, and the issuance of summonses.
  • Knowledge of Penal Law relating to property crime, vandalism, use of force and fare evasion in the transportation industry.
  • Possession of a valid New York State Driver’s License.
  • Excellent verbal and written communication skills.
  • Excellent customer service skills.
  • Experience utilizing Microsoft Office (Work, Access, Excel).
  • Must be able to obtain security guard license.
  • Familiar with video cameras or recording
Selection Method
Based on evaluation of education, skills, experience, and interview.
All selected candidates will be subject to a full background investigation that includes employment and education.  Discrepancies may lead to dismissal.
