Job Description:Responsible for administering, maintaining, securing, and optimizing enterprise SQL Server and Azure-based database environments supporting NEI mission-critical applications. The DBA provides database design, performance tuning, backup and recovery, data migration, and security management services to ensure high availability, reliability, and compliance with federal requirements. The role collaborates closely with application developers, cloud engineers, and DevSecOps teams to support application modernization initiatives, implement database enhancements, troubleshoot production issues, and maintain data integrity across on-premises and cloud-hosted systems. Experience with Azure SQL, SQL automation, disaster recovery, and cybersecurity best practices are preferred.

What You Will Do:

  • Lead and manage database administration activities within a NIH\NEI portfolio.
  • Administer and maintain multiple database platforms (Azure SQL, SQL Server, Sybase, MySQL, PostgreSQL, Oracle).
  • Plan, engineer, install, configure, operate, and troubleshoot database systems.
  • Incorporate updates and changes while ensuring database integrity and security.
  • Develop and maintain comprehensive Database Configuration and Administration Documentation.
  • Implement continuous improvements and deliver detailed improvement reports.
  • Conduct database refresh and data dump when requested by developers.
  • Serve as a technical expert and provide guidance or supervision to team members.
  • Maintain and monitor database backups and conduct database restore/recovery when required.
  • Create and maintain SQL Agent jobs and Windows scheduled tasks.
  • Lead service account password rotation activities and maintain a schedule for the password expirations.


What You Will Need:

  • Security Clearance: Ability to obtain public trust clearance
  • Education & Experience: Bachelor's degree. FOUR (4) additional years of experience is needed in lieu of degree. Minimum of SIX (6) to Ten (10) years of job-related experience as a DBA.
  • Technical Expertise: Strong proficiency in SQL Server, Sybase, MySQL, PostgreSQL, and Oracle. Understand SQL Server database mirroring technologies or other database failover methods.
  • Skills: Ability to plan, configure, maintain, and manage database systems; strong troubleshooting and repair capabilities.
  • Documentation: Experience in creating and maintaining detailed configuration and administration documentation.
  • Other Abilities:
    • Ability to create, modify, and tune TSQL and PL\SQL code.
    • Ability to troubleshoot and resolve data, system performance issues.
    • May require participation in a 24X7 on-call rotation or overnight deployment.
    • Strong expertise in SQL performance tuning, including SQL query optimization.
    • In-depth knowledge and hands-on experience with SQL language, including triggers, procedures, functions, and packages.
    • Knowledge of Oracle SQL Developer, SQL Loader, and related Oracle tools is a plus.
    • Knowledge with AWS cloud technologies like RDS, Lambda, EC2, Redshift is a plus.
    • Knowledge of using different database connection tools is a plus.
    • Excellent analytical, organizational, problem-solving, and time-management skills.
    • Strong verbal and written communication and listening skills.
    • Proven ability to work effectively in a team-oriented environment, with strong planning and coordination capabilities.
    • High levels of self-motivation and adaptability, with the ability to meet aggressive deadlines.
    • Ability to work independently with minimal direction.
    • Solid understanding of the software development life cycle (SDLC), including Agile and Waterfall methodologies.
    • Demonstrate ability to research and resolve complex technical problems in a distributed and complex IT environment, collaborating with both local and remote teams.

  • Advanced certifications in database technologies (e.g., Oracle Certified Professional, Microsoft SQL Server Certification).
  • Experience with database security hardening and compliance frameworks.
  • Familiarity with cloud-based database solutions and migration strategies.

The annual salary range for this position is $113,000.00-$188,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
