THIS POSITION IS CONTINGENT UPON BID AWARD

The Deputy Program Manager will support the Program Manager in executing the WIC Overseas Program Support Services effort and will help integrate operations, staffing, quality, reporting, finance, logistics, and IT support across the program. The Deputy Program Manager will serve as an alternate contractor leadership point of contact when needed and will help ensure continuity of performance across geographically dispersed OCONUS operations. This is an anticipated Key Personnel position. The selected candidate may be proposed as part of Chenega EH&F's bid and may be asked to provide a resume and signed letter of intent for proposal submission.


Responsibilities
  • Support the Program Manager in day-to-day contract execution, operational planning, schedule management, issue tracking, risk management, and performance monitoring.
  • Serve as an alternate contractor point of contact for Government stakeholders, regional personnel, corporate leadership, and subcontractor/teaming partners, as directed.
  • Coordinate across functional areas to ensure program operations, staffing, finance, IM/IT, logistics, quality, and compliance activities are aligned.
  • Support transition-in, continuity of services, contingency operations, and transition-out planning and execution.
  • Assist with oversight of WIC Overseas offices and remote service locations across Europe, the Pacific, Central America, and other OCONUS areas.
  • Support staffing coverage, onboarding, training, retention, and performance management for regional and site-level personnel.
  • Coordinate with regional managers, team leaders, and functional leads to identify operational gaps, staffing risks, training needs, and corrective actions.
  • Support consistent delivery of participant-facing services, including nutrition education, eligibility screening, appointment coordination, draft issuance support, and program outreach.
  • Coordinate inputs for monthly progress reports, participant reports, financial reports, audit support, quality documentation, and other contract deliverables.
  • Track performance indicators, validated complaints, corrective actions, staffing coverage, and risks that could affect service quality or contract compliance.
  • Support quality control and self-inspection processes to maintain timeliness, responsiveness, customer satisfaction, and non-recurrence of deficiencies.
  • Assist with coordination of CAC/background investigation processes, onboarding documentation, required training, privacy/cybersecurity compliance, and contractor identification requirements.
  • Support program meetings, internal reviews, Government performance reviews, and resolution of operational issues.
  • Travel may be required
  • Other duties as assigned

Qualifications
  • Bachelor's degree in healthcare administration, public health, business administration, program management, information systems, or a related field
  • Experience may be considered in lie of education
  • Minimum six (6) years of progressive program, project, operations, or contract management experience in a federal services, healthcare, public health, social services, military, or similarly complex environment.

Preferred Qualifications

  • Master's degree in healthcare administration, public health, business administration, program management, information systems, or a related field.
  • PMP, CAPM, PgMP, Lean Six Sigma, Prosci, or comparable management/process improvement credential.
  • Experience supporting DHA, TRICARE, Military Health System, DoD healthcare, WIC, nutrition assistance, public health, or family support programs.
  • Prior experience serving as Deputy Program Manager, Operations Manager, Chief of Staff, or Key Personnel on a federal contract.
  • Familiarity with PIMS or comparable participant/case management, eligibility, benefit issuance, financial reconciliation, or health program information systems.
  • Experience supporting subcontractor coordination, staffing plans, onboarding workflows, OCONUS logistics, military installation access, or host-nation/SOFA-related processes

 

Knowledge, Skills and Abilities

  • Knowledge of federal contract performance requirements, Government reporting, quality assurance/quality control, and corrective action processes.
  • Knowledge of overseas program management and familiarity with DoD or federal IT systems, system sustainment, cybersecurity, or software maintenance components.
  • Experience supporting geographically dispersed programs, preferably including OCONUS, international, military installation, or remote-site operations.
  • Experience coordinating contract deliverables, staffing actions, quality control activities, performance metrics, issue tracking, and customer/stakeholder communications.
  • Strong organizational, written, verbal, and stakeholder-management skills.
  • Ability to obtain and maintain required background investigation, system access, and Common Access Card (CAC) eligibility, as determined by the Government.
  • Ability to comply with applicable DoD/DHA cybersecurity, privacy, records-management, CUI, PII, PHI, HIPAA, and contractor identification requirements.
  • Ability to travel domestically and internationally as required by the program.
