Job description

Prosource360 is seeking a SME to provide comprehensive interior design oversight and owner-readiness support for both
the existing EPVAHCS and the Replacement facility, ensuring conformance to VA standards (PG-18
series), survey-readiness expectations, and practical handoffs to Facilities Management Service (FMS).
The SME will perform as the acting Interior Designer for the existing VA and collaborate/mentor any
newly hired VA Interior Designer if they are onboard before or during the SME's performance period.
Interior Designer(s) will be assigned multiple, complex, and frequently urgent design projects undertaken
by the Capital Improvement Team in Facilities Management Service. Interior Designer(s) have full
responsibility for developing and continuing an interior design program for all areas of (EPVHCS). The
Interior designers work as technical experts with technical independence under the general supervision of
the Supervisory Healthcare Engineer of the Capital Improvement Team.
Job Responsibilities
• Plans and implements a comprehensive Interior Design Program which includes providing
complete, from concept to installation, interior design services for the organization to include
satellite facilities.
• Performing and managing work related to the design of interior environments to promote
employee productivity, health, and welfare, and/or the health and welfare of the public.
• Provides technical expertise to coworkers and contractors and routinely coordinates with
engineers, architects, and other designers to ensure compliance with VA regulations and facility
design criteria.
• Plans, specifications, writes procurement packages, and supervises installation, and for all
furniture procurements within the facilities.
• Works with direct supervisor to coordinate and maintains a schedule of short- and long-range
interior improvement projects for the facility through the 5-year interior design plan and other
programs to identify existing and future project needs.
• Supports Contracting Officer's Representative (COR) with all furnishings, window treatments,
patient cubicle curtains, wall coverings, floor coverings, wall art, lighting, ceiling treatments,
casework, and all other interior design-related accoutrements from origination to installation.
• Works with direct supervisor to determine priorities and utilize an annual interior design budget
in recurring funds and budgeting projects that may involve millions of dollars in non-recurring
funds.
• Represents the facility at various design-trade functions and maintains an effective rapport with
design-industry vendors and/or representatives.
• Manages an interior design file system that includes drawings, specifications, budgets, project
information, government contracts, requests for interior design services, and regulations
pertaining to interior design; manages a resource library of catalogs for furniture, materials,
finishes, and all other design-related items, that are appropriate by ensuring they contribute to
infection prevention, long term maintenance and sustainability goals for a healthcare
environment.
• Works with the Contracting Officer's Representative (COR) on assigned projects (Majors,
Minors, NRM, CSI and Leased).
• Responds to requests, complaints, etc. related to interior design and furniture moves.
• Participates in planning and coordinating moves with move team, utility shutdowns, phases, and
other requirements for construction projects.
• Is active in executing activations of construction projects of all sizes and scopes with a variety of
projects ranging from administrative areas to more complex clinical spaces.
• Advices and implements plan on adequacy and adaptability of a cohesive space including
furniture layout, general size, fit and code compliance.
• Works with direct supervisor to communicate with upper management to discuss services to be
provided, process to be followed and the benefits of properly designed space.
• Coordinates facility paint, flooring, and ceiling/lighting schedule with appropriate construction
crews.
• Specifies color and finish selections to ensure that maintenance, condition of existing areas, end
user needs, and compliance with the overall design objective are met.
• Is an active participant of all committees that significantly impact the Interior Design program.
• Provides oversight for the work performed by contractors, and vendors, by planning, scheduling,
and coordinating the work, determining material, equipment needed to accomplish the work,
correlating, reviewing, and evaluating the work.
Requirements
Experience Required
• 7-10+ years healthcare interior design; VA/VHA experience preferred.
• NCIDQ preferred; CHID/EDAC a plus.
• Working mastery of VA TIL interior/design references:
• PG 18 10 (Interior Design Manual; Signage & Wayfinding) and PG 18 14 (Room Finishes, Door
& Hardware Schedule).
• PG 18 9 (VA SEPS) Space Planning Criteria and PG 18 1 Master Construction Specifications.
• PG 18 13 VA Barrier Free Design Standard (ADA/ABA within VA context).
Technical Requirements
• Familiarity with CMS hospital Physical Environment expectations; fire control plan and
emergency utility considerations that influence interior posting/egress signage and readiness.
• Awareness of healthcare life safety context (NFPA 101/99) as it impacts signage/egress, patient
environments, equipment clearances, and materials selection.
• Interior Design project coordination and alignment with VA TIL standards.
• Demonstrated ability to produce owner SOPs, training, and turnover documentation consistent
with VA expectations (Cx/O&M deliverables).
• Compliance of finishes, doors, hardware, and interior assemblies VA PG-18-14, Room Finishes,
Door & Hardware Schedule (rev. 07/01/2022), emphasizing appropriateness for function,
durability, sustainability, life-cycle cost, and ease of maintenance.
• Compliance with FGI Guidelines (2022) intent (person-centered care, inclusive environments,
infection-prevention and surface requirements) and confirm adoption/applicability with the AHJ
(state/federal) for new construction or major renovation.
• Barrier-Free/Accessibility criteria using VA PG-18-13 (ABAAS supplement), including VA's
more stringent clearances, widths, turning radii, and SCI/D considerations; integration of
accessible routes, seating, parking and door platforms.
• Reconciliation of Room Data Sheets (RDS) and interior layouts against VA-SEPS (PG-18-9)
outputs, Program for Design (PFD) and Project Room Contents (PRC), ensuring equipment lists,
furniture, and utility layouts match SEPS criteria/templates used on VA healthcare projects.
• Finish schedules and legends by room code (PG-18-14), with submittals (cut sheets, test data)
demonstrating cleanability, chemical resistance to healthcare disinfectants, and compliance with
VA standard details.
• Surface material selection (floors, walls, counters) that support infection prevention &
environmental cleaning: smooth, non-porous, non-shedding, crack-free surfaces; risk-based
cleaning strategies for high-touch areas; and compatibility with sporicidal agents where required,
guided by CDC/AHE cleaning best practices.
• Specification of finishes for pharmacy sterile compounding suitable for ISO-classified
cleanrooms (e.g., seamless sheet vinyl with heat-welded seams and coved bases; walls/ceilings smooth, impervious, and damage-resistant to disinfectants), coordinated with
pharmacy/engineering teams and AHJ interpretations.
• Design and documentation of wayfinding & signage per the VA Signage Design Manual
(PG-18-10), using VA standardized nomenclature and integrating code/life-safety signs (e.g.,
egress, fire safety) with patient-friendly directional signage.
• Development of color, lighting, acoustic strategies supporting patient comfort and staff
performance, aligned with FGI updates emphasizing person-centered care and operational
flexibility (e.g., behavioral health sensitivities, glare reduction, speech privacy).
• Coordination of FF&E (furniture, fixtures & equipment) selections with VA SEPS/PG-18-5
(Equipment Guide List) outputs, ensuring resilient, cleanable, non-absorptive upholstery where
clinically indicated, and that clearances support accessibility and clinical workflows.
• Verification of interior details to prevent conflict with infection-control and environmental
services workflows (e.g., avoid dirt-collecting joints; provide integral coved base; locate
hand-hygiene stations logically), documenting compatibility with CDC disinfection guidance.
• Compliance of doors, hardware, and glazing to PG-18-14 schedules (security, privacy,
vision-panel needs), and integration of any ESS devices (e.g., readers) noted by the project's
security design, coordinating with VA standard details.
• Experience with mockups and sampling for high-risk areas (e.g., SPD, sterile processing,
medication rooms, isolation rooms) to confirm performance under cleaning protocols and staff
workflows, referencing FGI infection-prevention surfaces guidance.
