Description

INNOVIM is seeking a Senior Agile Facilitator / Scrum Master to support NOAA ProTech Weather Agile Program and Project Management Services.

This position is contingent upon award of the contract.

Position Summary

The Senior Agile Facilitator fulfills the Scrum Master function for two of the four Moonshot focus areas, providing facilitation, coaching, impediment resolution, and progress reporting. Consistent with the Government's confirmation that one Scrum Master may support multiple teams with coordinated cadences, the two-facilitator model provides full coverage across the four areas while allowing each team to keep the iteration or flow cadence its research requires, with surge coverage during Program Increment planning and quarterly reporting.

Key Responsibilities

Facilitation. Facilitate planning, reviews, retrospectives, and backlog and workflow refinement for the assigned focus areas.

Impediments. Maintain the Impediments Tracker, resolve at the lowest level, and elevate cross-team or Government-action items through the Agile Program Lead and PM.

Coaching. Coach teams using actual Moonshot work rather than classroom instruction; reinforce iterative planning, flow, dependency management, reviews, and retrospectives.

Progress. Produce recurring Progress and Iteration Summary Reports, supplying velocity indicators for iteration-based teams and flow measures (throughput, work-item age, cycle time) for flow-based teams.

Cadence calibration. Apply iteration cadence for increment-producing work and a flow cadence with checkpoint and evidence reviews for longer experiments; elevate dependencies, risks, and transition impacts to the Agile Program Lead.

Minimum Qualifications
  • Education. Bachelor's degree (BA/BS) or higher in business, management, or a related field.
  • Experience. Zero to four years in the technical area to be managed or in IT/project management; demonstrated writing and oral communication skills and proven day-to-day team-management skills in the areas addressed by the task order.
  • Certification. Scrum Master or equivalent Agile facilitation certification (for example CSM or PSM) expected.
Preferred Qualifications

Scientific-software environment. Experience facilitating Agile teams in a research, HPC, data-assimilation, or AI/ML setting.

Scaled Agile. Familiarity with SAFe, Kanban flow metrics, and Scrum-of-Scrums coordination.

Toolset. Proficiency with the Government-provided tracking platform (for example Google Workspace and Smartsheet).
