Job description
iQuasar LLC is seeking to fill the position of Security Classification Guide. We strive to provide the next generation of cutting-edge technologies. Our growth means exciting career opportunities for talented professionals in engineering, software development, and other key areas. We offer competitive compensation and benefits including Health, Vision, and Dental Insurance, a matching 401k plan, and other benefits given below, excellent training, and a vibrant working environment. Our employees are exceptional, giving us a competitive advantage by innovating solutions with a strong sense of mission and integrity.
Position: Security Classification Guide (SCG)
Location: On-site at NSWC Crane (Crane, IN) OR a cleared facility in the Washington, D.C. area
Position Type: Permanent
iQuasar is seeking a Security Classification Guide (SCG) Classification Manager to develop, implement, and manage Security Classification Guides for a Department of Defense customer. In this role you will safeguard national security and protect technological overmatch by ensuring Critical Program Information (CPI), Controlled Unclassified Information (CUI), and classified military information are properly classified and handled. You will draft, review, revise, and manage comprehensive SCGs, conduct detailed information capability analyses, facilitate horizontal coordination, and ensure strict compliance with DoD information security policy. Key Responsibilities:
- Create, review, and revise SCGs for systems, plans, programs, or projects in strict adherence to DoDM 5200.45, including proper formatting (cover pages, general instructions, classification tables, and declassification/downgrading instructions).
- Conduct rigorous information analyses to determine which elements warrant protection — assessing capability performance, uniqueness, technological lead time, element of surprise, vulnerabilities, critical design elements, and manufacturing technology.
- Draft precise “Value,” “Damage,” and “Unclassified” enhancement statements for classified line items to articulate rationale and threat impact for derivative classifiers.
- Determine the valid reason for classification (per E.O. 13526, Section 1.4), the appropriate classification level, and the specific duration/declassification event for each element.
- Identify and designate CUI and apply proper dissemination controls (e.g., FOUO, REL TO).
- Conduct horizontal coordination and deconfliction across DoD Components, Military Services, agencies, and foreign disclosure offices; review existing SCGs via the Defense Technical Information Center (DTIC) index to prevent overlapping conflicts with other programs or Special Access Programs (SAPs).
- Interface directly with the Original Classification Authority (OCA), Subject Matter Experts (SMEs), systems engineers, and intelligence producers to assess the state-of-the-art status and national advantage of the technology.
Deliverables:
- Draft SCG for OCA and SME review within 90 working days of task order award.
- Final SCG — finalized and formatted, ready for OCA signature.
- DD Form 2024 (DoD Security Classification Guide Data Elements) completed and submitted for DTIC repository indexing.
- Horizontal Coordination Memos documenting coordination and deconfliction with related programs.
Required Qualifications:
- U.S. citizenship and an active DoD SECRET security clearance on day one of performance (non-negotiable).
- Bachelor’s degree (BA/BS) in Security Management, Systems Engineering, Intelligence Studies, Information Assurance, or a relevant technical discipline. (An additional 4–6 years of direct, specialized DoD classification management experience may substitute for a degree.)
- 5–7 years of professional experience in DoD Information Security, Program Protection, Systems Engineering, or Intelligence analysis.
- Demonstrated experience drafting, reviewing, or managing SCGs, Program Protection Plans (PPPs), or Counterintelligence Support Plans (CISPs).
- Completion of the Original Classification Authority (OCA) training from the DCSA Center for Development of Security Excellence (CDSE) — or ability to complete it within 30 days of onboarding.
Preferred Qualifications:
- Experience as an OCA action officer, security manager, or primary derivative classifier for a Major Defense Acquisition Program (MDAP) or complex technology program.
- Familiarity with the DTIC SCG repository, DD Form 2024 submissions, and conducting horizontal protection reviews.
- Strong analytical ability to evaluate technical capabilities against adversarial threats and determine national security impacts.
- Exceptional technical writing skills to produce clear, unambiguous classification guidance.
- Ability to objectively assess the “fact of” U.S. interest and capabilities without bias.
Location, Telework & Travel:
- Primary location: On-site at NSWC Crane or a cleared contractor facility to enable daily interaction with the OCA and engineering teams.
- Telework: May be authorized at the COR’s discretion for unclassified or CUI drafting only, using a compliant secure network (e.g., NIST SP 800-171). Must be locally available to access SIPRNET on short notice.
- Travel: Occasional, estimated 10–15%, to coordinate with other Military Departments, DTIC, or intelligence agencies for horizontal classification deconfliction
Benefits Summary:
- 401k Plan with Company Matching
- Multiple Health Insurance Plans with United Healthcare
- Vision and Dental Insurance Plans with United Healthcare
- Short-Term, Long-Term, and Disability Insurance with Cigna
- HSA or FSA Available.
