Description
This position is fully remote and open to candidates currently residing in Washington, Idaho, Montana, & Oregon.
YOUR PURPOSE
The BSA & Fraud Specialist II conducts Anti-Money Laundering (AML) and fraud investigations, analyzes suspicious activity, and supports regulatory reporting requirements. This position independently manages routine and moderately complex investigations, identifies potential fraud and money laundering risks, prepares supporting documentation for regulatory filings, collaborates with internal and external partners, and ensures compliance with applicable Bank Secrecy Act (BSA)/AML regulations and credit union procedures.
YOU ARE RESPONSIBLE FOR
Analysis
  • Monitor fraud and BSA related email boxes and be able to make sound decisions to determine next steps.
  • Conduct ongoing review of transaction activity, alerts, reports, and cases to identify suspicious or fraudulent activity.
  • Monitor and analyze transactions and alerts for signs of money laundering or fraudulent activity, determine if a case and further investigation are needed.
  • Manage case investigations through completion, including analysis, documentation, disposition, and SAR referral when warranted. Review quarterly reports and analyze for suspicious activities.
  • Conduct enhanced due diligence reviews for high-risk members.
  • Investigate fraud-related activity including check fraud, ACH fraud, wire fraud, account takeover, elder exploitation, identity theft, and other financial crimes.
  • Identify patterns, trends, and emerging fraud risks and escalate concerns to management.
  • Conduct investigations that require strong time management, ability to multi-task, excellent judgement, and discretion. Utilize multiple tools and sources of information to make appropriate determinations regarding Credit Union responsibility and actions.
  • Conduct 314(a) and 314(b) reviews. Analyze the data to determine next steps.

Compliance
  • Ensure compliance with applicable state and federal regulations, specifically regarding BSA and AML statutes.
  • Assist with the development and creation of internal controls and procedures used to increase regulatory compliance and reduce financial risk.
  • Draft Suspicious Activity Reports (SARs) and supporting documentation for management review and approval.

Collaboration & Partnership
  • Partner with front-line staff and leadership to ensure timely identification and escalation of suspicious or fraudulent activity.
  • Act as a trusted advisor to business units on fraud trends, risks, and mitigation strategies.
  • Communicate effectively across departments to balance member experience with fraud risk management.
  • Participate in cross-functional meetings and initiatives related to fraud prevention, loss mitigation, and operational improvements

Administrative
  • Conduct New Hire BSA training for all new employees of Horizon Credit Union. Assist with delivery of BSA/AML and fraud awareness training for all employees as needed.
  • Provide guidance and day-to-day support to BSA & Fraud Specialist I employees. Prepare investigative reports, SAR documentation, regulatory filings, and case records. Support and assist branches and/departments in fraud situations by gathering information, writing reports, filing cases with law enforcement, assisting with bond claims, and maintaining files.
  • File Currency Transaction Reports (CTR). Perform quality assurance on Currency Transaction Reports completed by Branch Operations and file with FinCEN.
  • Assist with BSA/Fraud related procedure development and updates.
  • Assist with cross training new BSA & Fraud Specialists as needed for department development.

The full pay range for this position across all the states in which we hire is $23.17 to $32.44. The figures shown represent the minimum and maximum of the range for this role. Individual offers are made dependent upon a candidate's experience, education, and skill level.

Requirements
EXPERTISE YOU NEED
Education & Experience
Four or more years of professional work experience with an additional minimum of two years of experience directly related to: BSA, financial crimes or other fraud investigation and/or training. Equivalent combination of experience and education with a preferential focus in accounting/finance, criminal justice, business, economics, and/or cybersecurity will be considered.

  • Working knowledge of most MS Office applications, including expertise with Word & Outlook.
  • Strong knowledge of BSA and ability to stay updated/informed in an ever-changing regulatory environment.
