About the Role

Visionary Construction, Inc. is seeking an experienced Fractional Construction Project Manager to support active and incoming federal construction and facilities contracts on an as-needed, contract basis. This is not a staff role, it is a high-impact engagement for someone who knows how to step in, get oriented fast, and deliver. You will work alongside our internal operations team and directly support project execution across multiple agencies and geographies. This role will be 1099.
Responsibilities

  • Oversee and manage multiple federal construction projects from notice to proceed through final acceptance, including punch-out and closeout documentation.
  • Coordinate with subcontractors, suppliers, and government representatives (COR/QAR) to ensure project milestones and deliverables are met on schedule.
  • Develop, maintain, and submit Quality Control Plans (QCPs) in accordance with contract requirements, including administration of the three phases of control: Preparatory, Initial, and Follow-Up.
  • Manage and maintain submittal registers, RFI logs, re-work/deficiency logs, and daily QC reports in formats acceptable to the Government.
  • Conduct site visits to monitor progress, verify compliance with approved submittals, and document field conditions.
  • Prepare and manage project budgets, track actual costs against contract values, and flag margin risk early.
  • Support preparation and review of AIA G702/G703 payment applications and coordinate subcontractor compliance documentation including WH-347 certified payroll under Davis-Bacon requirements.
  • Assist with WAWF invoice preparation and documentation support for government invoicing milestones.
  • Serve as a point of coordination between field supervisors, the internal operations team, and the contracting officer or designated representative.
  • Identify and document changes in scope, prepare or support requests for equitable adjustment (REAs) or contract modifications as needed.
  • Maintain project records in a format that supports audit readiness, including as-built drawings, O&M manuals, and warranty documentation at closeout.
  • Participate in weekly compliance meetings and provide written status updates to leadership.
Requirements

  • Minimum 7 years of construction project management experience, with significant federal contracting exposure (FAR/DFARS framework required, not preferred).
  • Demonstrated experience managing government construction contracts across agencies such as GSA, DoD, USACE, DoI, or DHS.
  • Working knowledge of Davis-Bacon Act compliance, certified payroll review, and subcontractor compliance monitoring.
  • Familiarity with WAWF or equivalent government invoicing platforms.
  • Experience developing or administering Quality Control Plans per USACE EM 385-1-1 or equivalent federal standards.
  • Proficiency in managing submittals, RFIs, and change order documentation on government projects.
  • Strong command of AIA payment application standards (G702/G703).
  • Ability to manage projects across multiple states and/or remote locations with limited in-person support structure.
  • Comfortable working within a small business environment where you will wear multiple hats and operate with a degree of autonomy.
  • Bachelor's degree in Construction Management, Civil Engineering, or a related field, or equivalent experience in lieu of degree.
  • Relevant certifications (PMP, LEED, CQM-C) are a strong plus. OSHA 30 required.
  • Proficiency in project management software; experience with Procore, Buildertrend, or equivalent is a plus.
